With the rapid development of the information age,information literacy has increasingly become one of the indispensable elements to measure the comprehensive ability of civil servants.Improving civil servants’ information literacy is a proper meaning for the development of civil servants’ professional ability under the new situation of building a digital government,promoting the Digital transformation of the government,and improving the level of modern government governance.The success of digital government construction cannot be separated from the support of the people,let alone the strong promotion of civil servants in frontline positions.On the one hand,as the key actor of digital government,the level of civil servants’ information literacy has a direct impact on the pace of digital government construction and national informatization development;On the other hand,the in-depth promotion of Digital transformation of government governance also puts forward higher requirements for the information literacy of civil servants to a certain extent.Based on this,it is necessary to theoretically discuss the concept category and content framework of civil servants’ information literacy in the new environment,focus on the basic research field of civil servants’ information literacy structural model research,and establish the corresponding indicator system by building civil servants’ information literacy structural model,Actively explore the new requirements of digital government on civil servants’ information literacy or ability,so as to provide theoretical basis for the cultivation,development and evaluation of civil servants’ information literacy.In order to construct the connotation and structural dimensions of civil servants’ information literacy from the theoretical level,develop the civil servants’ information literacy measurement scale from the empirical level,adopt the research ideas and methods of combining qualitative research and quantitative research,and propose and verify the structural model of civil servants’ information literacy under the background of digital government.First of all,review the relevant concepts,theories and structures of digital government and information literacy in academic fields at home and abroad,on this basis,elaborate the research issues and contents of this paper,and propose the main research methods and technical routes.Secondly,it defines the connotation of digital government and civil servants’ information literacy,and puts forward the conceptual model of this article with competency model theory,digital governance theory and DIKW model as the theoretical support of this article.Finally,design,implement,and analyze the research content and data through a complementary approach of qualitative and quantitative research design.In the model construction stage,follow the Grounded theory orientation in qualitative research,collect first-hand data through in-depth interviews,conduct open coding,spindle coding and selective coding,refine and summarize the concept category and its internal mechanism,and construct the civil service information literacy model.In the model verification stage,according to the structural model constructed and the needs of the times,we developed the civil servant information literacy measurement questionnaire,conducted pre survey and formal survey for the civil servant group,and tested the rationality of the theoretical model through the analysis of the survey results.The research results show that the connotation of civil servants’ information literacy in the context of digital government has been greatly extended and expanded,and its content is mainly composed of five first level dimensions of digital skills,data literacy,information ability,knowledge literacy and information ethics,10 second level dimensions and 23 third level dimensions.The evaluation scale developed according to the structure has been verified to have good reliability and validity,and can be used as a future evaluation tool for civil servants’ information literacy.Combining the above research results,based on the five dimensions of information literacy structure,this paper proposes policy implications such as making good use of new digital technology,mastering data management skills,cultivating information application ability,promoting knowledge transformation and application,and consciously maintaining information security,which is conducive to the expansion and optimization of information literacy education by government departments,and improving the overall information literacy level of civil servants,To support and ensure the efficient response of government organizations to the needs of economic and social comprehensive Digital transformation. |
