Promoting media integration,as a management means for the government to build a solid chassis of Ideological and public opinion work,plays an important role in promoting government transformation and strengthening the guidance of mainstream public opinion.Among them,promoting the process of county media integration is the top priority.As the most grass-roots media unit,county-level media are the most close to the masses.Promoting the integration of county-level media can better meet the needs of the general public for news reporting and more efficiently convey the national principles and policies.As the most important period for the development of media integration in China,2014 is known as the "first year",and the development of media integration has become one of the major strategic issues of the country.From 2018 to 2019,China’s media integration will go deep,from the stage of exploring the central and provincial media integration as the core task to a new stage with the construction of county-level financial media center as the core task.From 2020 to2021,China’s media integration will move forward resolutely,and the central media will continue to study core technologies and play a mainstay role.Provincial and municipal media seek progress while maintaining stability,and platforms sink one after another.The full coverage schedule of county-level financial media center reached a new high.In general,the media at all levels have achieved stable development in content,channel construction,operation management and other aspects.Media convergence has changed from increment to quality improvement,and entered a new stage in the process of media convergence.However,it is undeniable that there are still some problems in the process of local government promoting county media integration,which hinder the process of county media integration construction.How to overcome problems and improve measures to promote the development of media integration is an urgent problem for our government.The full text is divided into five chapters.The first chapter mainly expounds the background of the topic selection and the profound significance of the research.This paper analyzes and summarizes the connotation and main mode of media integration,the influencing factors of government promoting media integration and the role of government promoting media integration,and determines the context and basic framework of this paper.The second chapter introduces the concepts of media integration and county-level government functions,and introduces and explains the contents of collaborative governance theory,government reengineering theory and new public service theory respectively,so as to clarify the research direction of this paper and lay a solid theoretical foundation.The third chapter extracts representative cases from the core areas,medium-sized areas and relatively backward areas of China’s economic development,discusses the measures taken and the results achieved,and analyzes the existing problems and reasons.The fourth chapter extracts the common problems in the process of promoting media integration by the county-level governments in the three regions selected in the previous chapter,and analyzes the measures,achievements,problems and specific causes of promoting media integration by the county-level governments in China.According to the existing research results and combined with China’s national conditions,the fifth chapter puts forward some operable suggestions on how local governments can better promote county media integration from the aspects of system,consciousness,capital and talents. |
