| The widespread use of information technology in grassroots governance is gradually affecting the mode,process,and outcomes of community governance.Many metropolitan communities have been exploring intelligent social governance in recent years,attempting to overcome difficulties in grass-roots governance such as redundant tasks and trivial labour.The COVID-19 public health event problem in2020 has accelerated the process of integrating information technology into grassroots governance,and it has aided epidemic prevention,resident mobilization,and resource allocation.This study found that information technology affects community governance practices,improves work efficiency,reduces pressure,and adjusts resource allocation in a short time,based on a study of an urban community during a public health event crisis using a "cloud" community governance platform.However,the benefits of information technology were not in use during the crisis of stability,exacerbating the community’s work burden,reducing labor efficiency,and increasing formalism.In various governance situations,intelligence community governance emerges as two distinct utilities: "technology-enabled emergency governance" and "technology negative effects in normal governance." Based on the research problem and the "technology-organization-environment" three-dimensional analysis framework,the paper explained the "technology-enabled emergency governance" to "technology negative effects in normal governance" dynamic conditions and logic,corresponding to the three main level index,namely environmental pressure,organization specification,and technical ability,through comparative analysis and exploration,from external conditions,internal conditions,and intermediary conditions.The scope and degree of grassroots governance technology are affected by the environmental pressure index,external stability,and social recognition;the organizational specification index is primarily externalized to the target responsibility assessment and horizontal competition under the vertical increase,the advantages of information technology in emergency situations,and the application and supply capacity of community governance.The institutional grounds for the dynamic shift of intelligent dual usefulness of community governance are developed using the three-level indicators.On this foundation,the study goes on to outline the practical principles and ongoing action strategies of the "dual utility" transformation,in order to further investigate the application of information technology allowing governance in grassroots communities. |
