Research On Smart Governance Of Urban Communities In Lhas

As an important carrier of urban development,urban community is a powerful starting point for the government to realize grass-roots social governance.Since the reform and opening up,’community system’ has replaced ’unit system’ and achieved new development.Different community governance models have been formed in various places,and corresponding achievements have been made in grass-roots governance.However,with the rapid development of economy and society,the improvement of China’s comprehensive national strength and the acceleration of social transformation,community governance is facing complex and changeable challenges.The original community governance method has been unable to meet the new needs of community governance in today’s society.With the modernization of social governance in the city,the fourth industrial revolution marked by artificial intelligence is an important condition for realizing intelligent governance.In this context,smart governance has become a new way to improve the efficiency of community governance and improve the quality of life of residents.Since the domestic community smart governance is still in the stage of practical exploration,there is still a lack of research on how to realize community smart governance and its related theories.Therefore,it is of great theoretical value and practical significance to carry out research on community smart governance and explore ways to optimize community smart governance.As a representative city of Tibet’s economy and politics,Lhasa’s urban community governance is an important part of typical urban social governance.How to optimize the community governance structure and improve the efficiency of community governance has attracted the attention of scholars.Therefore,based on the theory of collaborative governance and the theory of new public service,this paper adopts the methods of literature analysis,case analysis and investigation.Firstly,it expounds the practical process of community wisdom governance in Lhasa from two aspects of practical needs and policy promotion,and analyzes the traditional community governance model in Lhasa and its practical problems.Then,in order to better promote the refined development of community smart governance,this paper selects the first smart community pilot community in Lhasa as a case study object,analyzes its main practices in exploring community smart governance,and conducts a questionnaire survey of residents and supplemented by interviews when analyzing questionnaire data.Conduct in-depth research on the smart governance of the community,and analyze the various problems and corresponding constraints in the smart governance of the community in combination with the actual situation of the community in Lhasa.Finally,from the perspective of system coordination,resource coordination and technology coordination,this paper puts forward the countermeasures to optimize the community intelligent governance in Lhasa : first,to optimize the community intelligent governance system in Lhasa from the aspects of promoting multi-subject co-governance,promoting efficient data interconnection,improving investment operation mode and optimizing community public service allocation,so as to realize resource coordination;the second is to improve the community intelligent service system in Lhasa from the aspects of improving the utilization efficiency of intelligent application system,realizing the full integration of intelligent application system,establishing the standard system of community informatization,and strengthening the construction of intelligent service application platform,so as to realize technical coordination.The third is to improve the community governance security system in Lhasa from the aspects of establishing a talent team construction mechanism,establishing an application and innovation incentive mechanism,expanding residents ’participation channels,and attaching importance to top-level design,so as to achieve institutional coordination.
