Driving And Self-Attack:Technology Sinking And Logical Change Of Community Governance

With the advancement of the information age,more and more science technology are combined with social governance,which shows obvious advantages in promoting a orderly,efficient and precise transformation of governance mode.Community,as the cornerstone of urban governance,has also produced the transformation of old and new kinetic energy in the governance process with the sinking of technical means,towards the goal of "the last mile" stable pace.The existing literature still attaches great importance to community research,and most of them take autonomy as the ultimate concern.However,the practice of technology governance at the grass-roots level mainly focuses on unilateral effects,lacking of deep reflection on the relationship between "technology" and "governance".Based on the field investigation of grass-roots streets and communities in City A,this study,represented by PUBLIC COMPLAINTS HAVE BEEN PROCESSED WITHOUT DELAY reform of City A’s 12345 citizen service hotline in recent years,through semi-structured interviews and literature analysis methods to pay attention to the operation mechanism of technology sinking and the reshaping of grass-roots governance logic.It is figured that technology has promoted the enthusiasm and standardization of grass-roots governance behavior,and improved the accuracy and effectiveness of grass-roots governance process.However,it also led to the overflow of weak publicity demands,the deepening of the boundary between grass-roots powers and responsibilities,the reproduction of formalism and other consequences,which deviates from the original intention of technology sinking and refined management.The logic of community governance shows that the administration has strong control over governance,which breaks the original static balance,and it is urgent to find a relative balance point again.At the level of national system,through the downward transmission of the mechanism of task decomposition and strengthening accountability,the bureaucratic pressure-based system and the emphasis on rigid quantitative assessment in practical reform have promoted the rapid operation of the 12345 work chain and the rapid accumulation of workload,which has given the grass-roots organizations a strong internal driving force,but it is also easy to lead to the imbalance between pressure and power.At the level of policy mechanism,12345 "public complaints have been processed without delay" shows the transformation from indirect governance to direct governance,achieving the effect of emphasizing superior’s attention,but ignoring the difference of information transmission between superior and subordinate and people,weakening the publicity of grass-roots communities.In the process of organization operation,the informal "flexible" strategy,which was born due to the stress assessment,made the organizational goals change to some extent,but on the contrary,it made the grass-roots units fall into formal circular predicament.Technology reverse adaptation in grass-roots governance leads us to think about the application mode and intensity of technology in governance.As a neutral tool,it still needs endogenous power to guide it to play a better role.
