| In recent years,consumer product quality and safety incidents have been continuously reported in China,seriously endangering the lives and properties of the public,and the issue of consumer product quality and safety has become a major issue concerning people’s livelihood.Although the current government-based governance model and management tools have achieved certain results,consumer product quality and safety issues are still emerging,and even evolving into new forms with the support of technology.In this context,how to effectively solve the current governance of consumer product quality and safety has become an urgent issue.This paper firstly,by combing and summarizing the domestic and foreign literature,elaborates and defines the related concepts of consumer goods,consumer safety,consumer goods quality safety and collaborative governance of consumer goods quality safety,and analyzes the necessity and feasibility of constructing a collaborative governance system of consumer goods quality safety by combining the new public service theory and collaborative governance theory.Then,by introducing the practical case of towel quality and safety governance in X County,based on the elaboration of the basic situation of towel quality and safety governance in X County,the analysis of the current problems,and the investigation of the causes,the contradiction between the current single-center governance model and the increasingly complicated consumer product quality and safety problems is fully exposed,and the advantageousness of multi-dimensional collaborative governance is highlighted from the real level.Finally,we will explore the path of multi-dimensional collaborative governance of consumer product quality and safety in China from four dimensions: innovation of the concept of collaborative governance,strengthening of the capacity of the subjects of collaborative governance,construction of the interactive platform of collaborative governance,and improvement of the guarantee mechanism of collaborative governance.The government,enterprises,consumers and news media will be integrated into the framework of multi-faceted collaborative governance,optimizing the role of the government in the governance of consumer goods quality and safety,strengthening the awareness of responsibility of enterprises as the first responsible person at the source of consumer goods,strengthening the capacity training of consumers as external monitors in the governance of consumer goods quality and safety,and enhancing the continuous influence of news media as communication and coordinators in the governance of consumer goods quality and safety.And through the design of interest coordination mechanism,the internal vitality of collaborative governance is stimulated;through the creation of information sharing platform and interaction mechanism,the external effectiveness of collaborative governance is improved;through the improvement of guarantee mechanism,the long-term potential of collaborative governance is ensured,forming a collaborative governance system with unified value concept,consistent interest goal,complementary information resources,consultation on governance decision,collaborative governance process and shared governance results.In this way,a series of governance dilemmas caused by the traditional monocentric governance model are changed so as to achieve the goals in the field of consumer goods quality.The innovations of this study include the following two aspects: first,the innovation of research perspective.There are few studies on consumer product quality and safety in academia,and even fewer studies on the positive contribution of synergy of multiple subjects to consumer product quality and safety.This study uses the new public service theory and collaborative governance theory to conduct a comprehensive analysis,and examines and analyzes the problems and causes of towel quality and safety governance in X County,one of the largest towel production bases in China.Second is the innovation of research ideas.This study changes the previous research idea of government as a single governance subject,and uses an integrated analysis method to try to promote the solution of consumer product quality and safety problems in China by building a collaborative governance pattern including multiple subjects such as government,enterprises,the public and news media.At the same time,this study is only an exploration of the collaborative governance pattern of multiple subjects based on consumer product quality and safety,and it needs to be considered in conjunction with the actual socio-economic factors in each region for its implementation.In addition,there are still some unresolved issues in this study,such as how to regulate the subject relationship among the subjects in the collaborative governance,how to design the operation mechanism among the subjects,and how to resolve the inherent contradictions in the objectives of each subject,which need to be deepened and explored in the future research. |
