Research On The Role Of Xinxiang Xian In Promoting The Construction Of Beautiful Countryside:Taking Yiyang City,Hunan Province As An Example

The construction of beautiful countryside is an important practical path to promote the urbanization process,promote the all-round economic and social development of rural areas,promote the implementation of the rural revitalization strategy and achieve common prosperity.Utilizing the resources of rural elites to assist in the construction of beautiful rural areas is not only a practical choice to promote the implementation of rural revitalization strategy and solve the problem of talent shortage,but also an inherent emotional demand for rural elites to build their hometown.This study takes Yiyang City,Hunan Province as an example.Through literature research,typical surveys,and questionnaire surveys,it was found that rural areas urgently need the assistance of Xinxiang Xian in the construction and development of beautiful rural areas.Xinxiang Xian also has practical and emotional needs to participate in the construction of beautiful rural areas.However,there are still current situations and difficulties such as low participation enthusiasm,not prominent main position,significant loss of talent resources,and inadequate mechanisms for playing a role;Analyze the internal and external forces of Xinxiangxian’s participation in the construction of beautiful rural areas,and explore their internal mechanisms by type.It can be concluded that the political elite type of Xinxiang Xian group mainly strives for agricultural and rural policy projects,the social governance type of Xinxiang Xian group mainly promotes the diversification of grassroots social governance,the cultural leading type of Xinxiang Xian group mainly promotes the construction of ecological civilization,and the economic capable person type of Xinxiang Xian group mainly promotes the development of rural economic industries.On this basis,this article also proposes opinions and suggestions from four aspects:the endogenous driving force,main position,talent resources,and role of Xinxiang Xian in the construction of beautiful rural areas:to stimulate the endogenous driving force of Xinxiang Xian’s participation in the construction of beautiful rural areas through emotional traction,expected attraction,and policy guarantee;Excavate traditional rural elites and promote contemporary rural elites,and enhance the main position of new rural elites in participating in the construction of beautiful rural areas;Increase efforts to explore and cultivate local new township talents and attract new township talents from other regions,and expand the talent resources of the new township talents group;Open up the process of "welcoming old villagers,returning to their hometown,building their hometown,and strengthening their talents",and open up channels for the role of new talents to play.
