Research On The Problems And Countermeasures Of The "Xinxiang Xian" Participation In Rural Governance In Suqian City

With the development of urbanization,cities continue to draw resources from the countryside.The once comfortable and self-sufficient rural environment has been broken.Nowadays,rural society has become a high-incidence area of social contradictions.Hollowing,social disorder and cultural faults coexist.There are many difficulties in economic,social,ecological and cultural construction at the grass-roots level.In order to build a well-off society in an all-round way and realize the modernization of agriculture and countryside,the Nineteenth National Congress of the Communist Party of China put forward the strategy of rural revitalization.Local governments,experts,scholars and other people from all walks of life have made positive thinking on how to realize rural revitalization.Document No.1 of the Central Committee has referred to "neo-village elite" for many years,and "neo-village elite"has gradually become an important issue in the study of "agriculture,countryside and farmers".Based on the reality of Suqian,this paper makes a systematic analysis and Reflection on the practice of neo-village elite's participation in rural governance in Suqian City by using the method of case analysis.Suqian vigorously promotes the culture of township virtuous,actively carries out the participation of new township virtuous in rural governance,and on the basis of widely recommending new township virtuous,sets up four-level Township virtuous organizations at city,county,town and village levels to provide organizational guarantee for the participation of new township virtuous in rural governance.Through the four platforms of Village revitalization forum,village virtuous morality lecture hall,craftsman workshop and public welfare fund of "filial piety and respect for the elderly",neo-village elite has achieved good results in helping out of poverty accurately,shaping a harmonious rural environment,conserving rural civilization and advocating green life.At the same time,there are some problems,such as the low degree of co-governance with the township government and the village "two committees",the inadequate role played by the talented people in Outer neo-village elite,the fact that the rule of man is greater than the rule of law,and the expansion and corruption of the talented people in individual neo-village elite.Analysis of reasons,based on the theory of synergergetic governance and Maslow's demand theory,this paper explores the ways to improve the governance of neo-village elite in Suqian City from four aspects:improving the enthusiasm of neo-village elite to participate in synergetic governance,actively playing the role of exotic sages,promoting the process of legalization of rural governance and improving the supervision and management mechanism of neo-village elite to participate in rural governance.
