Study On The Role Of "Xinxiang Xian" In Rural Governance And Its Realization Path

With the continuous development of China’s economy and society,the strategy of rural revitalization has been an important national policy to boost rural economy under the background of our country’s current vigorous construction of “New Countryside”.Besides,the development level of many villages in China has changed dramatically as Chinese governments increasingly put their focus on rural.However,at present,“Rural Hollowing Out” is a common situation in many rural areas in China,and the system of villagers’ autonomy in these “Hollowing Out Villages” appears many drawbacks because of the local villagers’ quality and other factors.In 2018,“No.1 document from the national central government” specifically pointed out that fully implement the strategy of rural revitalization,strengthen good governance in rural areas,and implement the integration of rural moral,autonomy and rule of law.The role of “New Able Villagers” has been gradually recognized by people in solving the rural development problem.These new able villagers have effectively implemented rural governance and further accelerated the development of rural areas by taking measures such as adjusting interest disputes,supervising village affairs,providing intellectual support and mobilizing public welfare undertakings.In view of this,the study on the specific situation of New Able Villagers’ participation in rural governance is carried out in order to obtain the implementation path and effective governance experience under the background of rural revitalization in the new era.During the process of modernization,it is necessary to inculcate modern knowledge architecture into the most basic production units in China’s economy and society----countryside,and it requires someone to act as a medium to inculcate knowledge to rural people.Therefore,it is of great practical significance to study new able villagers.Meanwhile,the study whether rural governance model under new able villagers is feasible or not provides a theoretical basis to promote the modernization of national governance system and governance capacity.This paper theoretically analyzes and discusses the influence of new rural villagers on rural governance from many aspects,and studies how to adopt effective methods to support new able villagers,construct new able villagers culture,establish and perfect organization construction structure,and this paper has positive theoretical significance on the strategy of rural revitalization in China.Taking Jialing town,Zhoukou city,Henan province,China,as an example,thispaper analyzes the problems,causes and countermeasures of New Able Villagers’ participating in rural governance centered on the achievements of Jialing town and the learning process of surrounding villages.Jialing town has made great achievements in the exploration of the new able villagers’ participation in rural governance,and it has become a typical example of Zhoukou City and even Henan Province through new able villagers’ rural culture construction in boosting the Rural Revitalization Project.However,while other towns learn from Jialing,some results are good,and some are bad.Many towns still face bottleneck on some key issues such as clear rights and responsibilities,personnel quality,farmers’ demands and their feedbacks in the process of new able villagers’ participating in rural governance.For this reason,we conducted in-depth research and interviewed the successful village,Baiyangshu village,in Jialing town and many villages that failed in the first construction of New Able Villagers,and tried to find out the problems and reasons through comparison and put forward corresponding solutions.This paper starts from the role of new able villagers in rural governance,analyzes their role in the process of rural governance by applying relevant experience and path theory,discusses the existing problems and the deep causes of these problems,and puts forward the realization path.The specific contents are as follows: the first chapter,the introduction,mainly introduces the research background,present research situation and significance of this paper,and draws the frame structure diagram of the paper,and arranges the innovation points of the research.The second chapter mainly describes the concept of“Able Villagers”,New Able Villagers and other basic concepts,introduces the relevant theoretical basis used in the following article in detail,and discusses the necessities and characteristics of new able villagers participating in rural governance,which sets the foundation for the specific research of the following text.The third chapter carries on the investigation and research taking Jialing Town as an example and combining the role played by new able villagers in rural governance.This chapter takes Jialing Town as the research object,and tries to know the specific practices performed by new able villagers and analyze their roles during the process of local rural governance.The fourth chapter discusses the potential problems in the process of rural governance by investigating and analyzing these failed villages and towns: the power and responsibilities between Able Villagers and two village committees(Village Committee and Village Party branch committee)are vague,the elitedecision-making has squeezed the public decision-making,and some people are seeking interests in the governance of able villagers.And the causes of these problems are put forward according to the actual situation: the majority of ole people constitutes hollow out villages,the local villagers’ democratic consciousness is weak,new able villagers’ own shortcomings.The fifth chapter puts forward the corresponding countermeasures and realization paths of able villagers’ participation in rural governance based on the analysis of causes,namely: accurately define the identity confirmation and function of New Able Villagers,recognize able villagers and actively carry out the relevant systems,promote the legalization of the participation of able villagers in rural governance,integrate elite decision-making and public decision-making organically,improve the incentive mechanism for the able villagers to participate in the rural governance,vigorously carry forward the culture of new able villagers,strengthen the education of villagers,and cultivate the villagers’ democratic consciousness,etc.At the end of this paper,the full text is summarized and prospected.
