Research On The Current Situation,Problems And Countermeasures Of The Government Guiding Social Forces To Participate In Community Correction

As the government pays more and more attention to community corrections,the community corrections system is constantly developing and improving,and integrating community corrections into comprehensive social management can not only reduce government administrative costs and make proper use of administrative resources,but also is of great significance for maintaining social order and achieving long-term social stability.This paper mainly uses the methods of literature analysis and interview,based on the social governance theory and the new public management theory,summarizes the current situation of social forces’ participation in community correction in District D,deeply discusses the problems of social forces’ participation in community correction in District D,deeply analyzes the reasons for these problems,and puts forward countermeasures and suggestions on this basis.This study found that the current situation of social forces’ participation in community correction in District D is as follows: employing social workers to participate in community correction,using professional social organization resources in the jurisdiction,setting up volunteer teams in the community,and setting up correction groups in correction institutions.The outstanding problems are: insufficient breadth and depth of social forces’ participation,blocked channels for social forces’ participation,and lack of professionalism of social forces.The reason lies in the formalization and lack of initiative of social force participation,the imperfect mechanism of social force participation in community correction,and the low social awareness of community correction.By comparing and analyzing the practices and experiences of social forces’ participation in community correction at the district/county level in Beijing,Shanghai,Zhejiang,Japan,the United States,Singapore,the United Kingdom and other countries,we further summarize the enlightenment of social forces’ participation models in other regions for this study:clarify the division of responsibilities between the government and social forces,and form a good atmosphere for the participation of the whole society with the participation of multiple social forces.On this basis,this paper puts forward the following countermeasures and suggestions: clarify the division of labor between the government and the market,and strengthen the subjective initiative of social forces;Improve the participation mechanism and coordination mechanism of various social forces,and improve the awareness of community correction.
