Research On Government Supervision Of Extracurricular Education And Training Institutions In Yubei District, Chongqing Under The "double Reduction" Polic

The country and society have always paid great attention to the education industry.With the enhancement of people’s awareness of education,off-campus education and training has become an indispensable part of education.However,with the rapid development of off-campus education and training institutions,there have also been problems such as lack of qualifications,illegal publicity,irregular teaching,disordered management,etc.A series of serious problems such as hidden safety hazards have seriously violated people’s rights to education.If things go on like this,it will inevitably bring hidden dangers to the stability and order of the industry and society.In order to improve the supervision and management of the education field,in July 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Burden of Students’ Homework and Off-campus Training in Compulsory Education"(referred to as the "double reduction" policy),the "double reduction" policy requires the government to strengthen the supervision of off-campus education and training institutions to ensure that the entire education and training industry can operate in a more standardized manner under the guidance of national policies.Therefore,government supervision is indispensable to the normative formation and healthy and sustainable development of off-campus education and training institutions.This thesis takes Yubei District of Chongqing City as a research sample.On the basis of consulting relevant literature and materials,the author conducts field research,adopts questionnaire survey method and interview method,and applies information asymmetry theory,public product theory and government regulation theory.This paper analyzes and researches the government supervision of off-campus education and training institutions in Yubei District under the background of the "reduction" policy.It is found that the current Yubei District government’s supervision of off-campus education and training institutions mainly has the following problems: first,the government has omissions in the approval and registration process;second the government’s supervision of the overall operation of the institution is weak;the third is the ineffective implementation of the government’s regulatory policies;the fourth is that the government’s publicity and complaint handling are not in place.The main reasons for the above problems are: firstly,the government supervision laws and regulations are not perfect,and the supervision foundation is not solid;secondly,the government supervision mechanism is not perfect,and the collaborative supervision ability is poor;thirdly,the government supervision is not fully implemented,the supervision is insufficient;fourthly,Government supervision lacks sufficient social supervision,and supervision information is asymmetric.Aiming at the problems existing in the supervision of off-campus education and training institutions in Yubei District,Chongqing under the policy of "double reduction",this paper puts forward corresponding countermeasures and suggestions based on the above analysis and analysis: first,improve the government’s laws and regulations on the supervision of off-campus education and training institutions and standardize them Implement and consolidate the foundation of government supervision;the second is to improve the system of government supervision of off-campus education and training institutions and optimize management functions;the third is to strengthen the government’s supervision of the operation process of off-campus education and training institutions to standardize their development;the fourth is to education and training institutions should adopt scientific supervision methods to strengthen the ability of social coordination.It is hoped that these studies will be helpful to the supervision of off-campus education and training institutions,and provide decision-making reference for the government’s supervision of off-campus education and training institutions in Yubei District,Chongqing under the "double reduction" policy.
