| As a useful supplement to the on-campus education of students in China’s compulsory education stage,extracurricular education and training has a flexible form,diverse content and strong pertinence,which plays an important role in improving students’ academic performance and cultivating students’ learning habits.With the capital market entering China’s off-campus education and training market on a large scale,all kinds of off-campus education and training institutions have blossomed everywhere,further intensifying market competition,due to the lack of targeted market supervision and high-standard market access thresholds,many practitioners lack a scientific understanding of the laws of education and training,and the R&D investment in teaching quality,teaching content and teachers is seriously insufficient,and the teaching effect cannot be guaranteed;Exaggerated marketing and advertising have aroused parents’ anxiety about "seeking school" for their children,directly interfered with the order of normal school education and family education,and off-campus education and training institutions have gradually deviated from the genus of education and become a means and tool for operators to make huge profits.With the release of the "double reduction" policy in 2021,the transformation of subject-based off-campus education and training institutions and the rectification of non-discipline-based off-campus education and training institutions in the compulsory education stage have become the focus of the work of government regulatory departments.Concentrate on rectifying the problems existing in the charging standards,teacher standards,teaching content,advertising and publicity of training institutions.Through questionnaire surveys,interviews and relevant data,this study analyzes and studies the regulation and rectification of the off-campus education and training market by government supervision,and finds that the regulatory authorities have problems such as insufficient implementation of regulatory entity responsibilities,weak process supervision,and low participation of industry associations.Education regulatory departments need to implement industry supervision by performing administrative supervision functions,issuing local regulatory policies,uniting other government regulatory forces,and relying on social impetus,so as to ultimately achieve the "double reduction" policy goal and effectively optimize the environment of nonsubject off-campus education and training industry in the compulsory education stage.This paper takes the non-discipline off-campus education and training institutions in the compulsory education stage of Hohhot as the research object,and finds the current situation of the off-campus education and training market in Hohhot by sorting out the relevant documents released by Hohhot on the "double reduction" policy and the social survey around the policy,so as to analyze the current situation of government supervision of non-subject off-campus education and training institutions in the compulsory education stage of Hohhot.With the help of government supervision theory,polycentric governance theory,questionnaire survey method,interview method and comparative analysis method,it is found that the regulatory authorities have shortcomings in terms of unclear coordination mechanism between regulatory entities,unscientific regulatory means,and industry associations not playing a role.Based on the current situation analysis,the research ideas of problems,causes and countermeasures,this paper puts forward corresponding countermeasures according to the current situation of government supervision of the off-campus education and training market,combined with the local situation of Hohhot: strengthening departmental coordination,strengthening industry self-discipline,introducing industry associations and other optimization suggestions.It is hoped that this study can contribute to the optimization of the government-supervised content of nondiscipline off-campus education and training institutions in Hohhot during the compulsory education stage. |
