Investigation And Analysis On Effectiveness And Problems Of Targeted Poverty Alleviation In LJ Town,Shangshui County

At the national Poverty Alleviation Review and Commendation Ceremony,Xi Jinping solemnly declared that thanks to the concerted efforts of the whole Party and the people of all ethnic groups in China,at the important moment of the 100 th anniversary of the founding of the Communist Party of China,we have won a comprehensive victory in the battle against poverty.At the same time,he stressed the need to establish a transition period,continue to consolidate and expand the achievements of poverty alleviation,firmly hold the bottom line of preventing largescale poverty reduction,and continue to promote rural revitalization in povertystricken areas.During the transition period,the “last kilometer” of implementing assistance policies is located in towns and townships,and the "front line" of consolidating the achievements of poverty alleviation and preventing large-scale poverty return is located in towns and townships.It is also the “focal point” of improving the assistance mechanism,promoting the continuous income increase of the people out of poverty,and further promoting rural revitalization.Therefore,this paper intends to take the targeted poverty alleviation practice in LJ Town of Shangshui County as the research object,comprehensively use literature review method,field research method and comprehensive research method,etc.,to study and analyze the achievements and existing problems in consolidating poverty alleviation achievements and preventing large-scale poverty return in LJ Town of Shangshui County.It is found that LJ Town has made remarkable achievements in implementing the national targeted poverty alleviation policy and enhancing the effectiveness of targeted assistance work.It includes setting up models,improving confidence,supporting industries and businesses to increase incomes,upgrading skills to create jobs,improving the environment to build beautiful villages,and combating corruption and upholding integrity to build the bottom line of poverty alleviation.At the same time,through questionnaire survey and field research analysis,compared with consolidating the achievements of poverty alleviation and the bottom line of preventing collective poverty return,it is found that the following problems still need to be solved in LJ Town.Firstly,the accuracy of identifying monitoring objects needs to be improved,there are many types of forms to be filled in,and the contents of forms are highly specialized;Secondly,the management mechanism is not sound,targeted poverty alleviation has become digital poverty alleviation,dynamic management follow-up is not timely;Thirdly,poverty alleviation and consolidation is not thorough,part of the help staff do not pay attention to the ideology,do not understand the policy,the implementation of the responsibility for tackling difficulties is not in place;Fourthly,the supervision of funds is not in place,and some poverty alleviation cadres only do superficial work,resulting in poor performance of poverty alleviation work.Fifthly,the participation in rural revitalization is not strong,and the role of participation in dynamic poverty alleviation and rural revitalization is insufficient,and the main role is not played enough.These problems have an important impact in improving the monitoring and assistance mechanism,promoting the sustained increase of income of people out of poverty,and continuing to promote rural revitalization.In order to solve the above problems,the following corresponding countermeasures are put forward: firstly,identify the monitoring objects accurately,strengthening the monitoring of the return to poverty,and achieve inclusion in accordance with the standards and exit in accordance with the procedures;Secondly,improving the dynamic poverty alleviation mechanism,attach importance to the continuous tracking and monitoring of poverty alleviation results of poor households,and ensure the results of poverty alleviation and promote the continuous increase of income.Thirdly,strengthen the management of village assistance,strengthen the construction of grassroots party organizations and cadre training,and improve the professional skills;Fourthly,strengthen the supervision of funds,establish and improve the long-term mechanism of poverty alleviation projects and fund management,and achieve sunshine poverty alleviation;finally,we should persist in overall planning and dispatching,gather various assistance forces,and form the maximum value of the joint force to consolidate the achievements of poverty alleviation and continue the revitalization of rural areas.
