| Education is vital to people’s livelihood.Compulsory education is the key part of the basic education system,This paper based on the spirit of 19thCPC national congress and Xi Jinping thought on socialism with Chinese characteristics for a new era as the guide.To fully implement the Party’s educational policy,It is of great practical significance to focus on the balanced development of compulsory education.The Outline of the National Program for Medium-and Long-term Education Reform and Development(2010-2020)said that priority should be given to the development of education,and it is of great urgency to narrow the educational gap between regions,urban and rural areas and between schools.This kind of resource allocation imbalance phenomenon restricts the balanced development of compulsory education in Hohhot city.Focusing on the balanced development of compulsory education resources allocation in the main urban areas in Hohhot,the purpose is to further explore an effective way to realize the balanced allocation of education resources,which is of great significance for promoting the education equity in Hohhot.The level of equalization of compulsory education in the main urban areas of Hohhot is the key to measure the balanced development of compulsory education in Hohhot.This paper use three theories,such as education equalization theory,functional theory of government and public goods theory,and use literature analysis method and statistical analysis method to analyze the situation of Hohhot’s current education.by drawing on the national balanced development of compulsory education indicators and research results of domestic experts and scholars,On the basis of index analysis,we find the problems existing in the allocation of resources in the urban areas of Hohhot city,and then analyze the causes of the problems,focusing on exploring the measures to promote the balanced allocation of compulsory education resources in the four districts of Hohhot City.First of all,the paper describes researches of the balanced development of compulsory education at home and abroad,and the relevant core concepts and theories are elaborated.Through the study of the current situation,it is found that there are some problems in Hohhot,such as insufficient and unreasonable investment in education funds,large differences in school layout and unreasonable allocation of teachers.It also puts forward countermeasures such as increasing the supply of education funds,optimizing the layout of schools,perfecting the balanced development mechanism of compulsory education resources and perfecting related systems. |
