| Since the reform and opening up,China has attached great importance to compulsory education investment,continuously developed local compulsory education,and made it develop in a balanced way.However,the balance of teachers’ resources in compulsory education has not yet been realized.Restricted by various factors,the resources of compulsory education teachers in many areas of China,especially in economically underdeveloped areas,are out of balance.The unbalanced development of compulsory education resources will have a significant negative impact on education,society and economy.Solving the imbalance of teachers’ resources in compulsory education has become an urgent problem faced by education schools in China.This paper takes the resources of compulsory education teachers in Shanxi Province as the research object.Firstly,it makes an in-depth interpretation and analysis of the current compulsory education resources,the related concepts of the balanced compulsory education resources,the collaborative governance theory and other related theories,so as to define a clear concept and theoretical basis for the research and analysis of this paper.Then,with the basic methods of questionnaire survey,taking Xinzhou City as a sample,through further investigation and analysis of the current situation of the balanced development of compulsory education teachers’ resources in this city,the first-hand research data of the balanced development of compulsory education teachers’ resources in Xinzhou City was obtained.At the same time,through the investigation of the current situation of the balanced development of compulsory education teachers’ resources in Xinzhou City,It is concluded that there are some problems in the balanced development of compulsory education teachers in Shanxi Province,such as unbalanced gender ratio,unreasonable allocation of high-quality teachers’ resources among schools,low academic qualifications of outstanding teachers in schools,etc.,and the causes of these problems are analyzed from three aspects:the lack of government allocation responsibility,the imperfect system of related resources,and the participation of social forces.This paper points out that under the guidance of three theories:government function theory,collaborative governance theory and public product theory,the above problems should be improved from the following aspects,including accurately positioning government functions,establishing and improving the mechanism of balancing teachers’ resources in compulsory education,strengthening social support and participation,etc.,so as to solve all kinds of objective problems in balancing teachers’ resources in compulsory education in Shanxi Province to a certain extent,thus narrowing the difference between urban and rural education and improving the education level of the whole province. |
