Education is the foundation of a century-long project.As the basic link of the education system,compulsory education has always been the top priority of China’s education reform and development.To realize the balanced allocation of compulsory education resources is an important institution arrangement of the state.Under the background of high-quality development,it is of great theoretical and practical value to study the balanced allocation of compulsory education resources allocation in Anhui Province to improve the quality of compulsory education,promote educational equity and achieve the goal of balanced quality of compulsory education.This paper accords to literature review,theoretical,empirical analysis,analyzes problems and the reasons,put forward the countermeasures of context,using literature analysis,comparative study method,statistical analysis and other methods analyzed the equilibrium level and degree of compulsory education resources in Anhui Province,analyzes the problems of compulsory education resources allocation and its reasons,and put forward the countermeasures and suggestions to promote the balanced allocation of compulsory education resources in Anhui Province.Firstly,the research results at home and abroad are sorted out to clarify the research thinking.This paper defines the concepts of high-quality development,basic balance and high-quality balance,and expounds the theory of public products,education equity theory and basic public service equalization theory,provides theoretical guidance for subsequent empirical analysis and suggestions.Secondly,construct the empirical analysis model and the index system.Will area of teaching and auxiliary rooms per student,area of sports venues per student,value of teaching instruments and equipment per student,number of computers per 100 students,number of books per student,student-faculty ratios,number of teachers are higher than the required academic qualifications per student,number of intermediate and above professional and technical teachers per student number 8 indicators divided into ground conditions,facilities and teaching conditions of three dimensions,then collect and sort out the data of 16 cities in Anhui Province,and use Theil index,comprehensive difference coefficient and two-dimensional quadrant comprehensive evaluation model to evaluate the overall and classified resource allocation.Thirdly,it analyzes the problems and causes existing in the balanced allocation of compulsory education resources in Anhui Province.The research shows that there are problems in the allocation of compulsory education resources in Anhui Province: First,the overall balanced level of compulsory education resources allocation in Anhui Province is not high;Second,there is a gap in the allocation of compulsory education resources between urban and rural areas;Third,there is an obvious gap in the allocation of educational resources among regions.The causes of the problems mainly include the dual structure of urban and rural areas,the imbalance of regional economic development level and the limitation of input guarantee mechanism based on county.Finally,put forward countermeasures and suggestions.Based on the empirical analysis results,by strengthening the primary responsibility of governments at all levels for investing in education,further enhance the level of compulsory education funds financial investment growth,strengthening compulsory education funds raising and configuration management and supervision,completion of the rural compulsory education resource supply high-quality board,establish and improve the urban and rural compulsory education resources sharing mechanism,promote the urban and rural compulsory education equal basic public services,etc.,some countermeasures and suggestions are put forward to improve the allocation level of compulsory education resources in Anhui Province.
