| The 19 th National Congress of the Communist Party of China proposed to promote the balanced,standardized development of urban and rural education,so as to provide people with satisfactory education.China’s Education Modernization 2035,published in2019,also calls for "High-quality and balanced " development of urban and rural education.At present,education in Midwest and rural areas has been strengthening continuously,but at the same time,we should also realize that there is a sharp gap between urban and rural areas,imbalance and inadequacy in the field of education remain prominent.In order to promote the high-quality and balanced development of urban and rural education,we must first solve the problem of the allocation of educational resources,high-quality and balanced allocation of educational resources is also an important way to realize educational equity and social equity.This thesis takes the allocation of primary education resources in Anyue County as the entry point,First of all,the concepts of educational resources,allocation of educational resources,standards for balanced allocation of primary education resources,public goods theory,educational equity theory and resource allocation theory are expounded.Secondly,with the help of questionnaires,interviews and other ways,from the perspective of human resources,material resources and financial resources,The allocation of educational resources in some primary schools in Anyue County was investigated,through the analysis,the allocation of primary school education resources in Anyue County can not achieve the high-quality balance,the specific problems are as follows: unreasonable allocation of teachers’ resources,the imbalance of regional students still exists,conditions for running schools to be improved,and problems in the allocation of educational funds.Then,we respectively analyzed the reasons for the problems in the allocation of primary school education resources in Anyue County from the three aspects of history,economy and policy,and put forward some targeted suggestions and measures in combination with the actual situation of Anyue County.Specifically include: perfecting the supplement and flow mechanism to ensure the supply of teachers;improve the treatment and status of teachers;strengthen the construction of teaching staff and improve the level of teachers;balanced urban and rural students;raise funds through multiple channels;strict primary school standardization construction;improve the level of school informatization;improve the mechanism for ensuring funding for education;increase funding for education,lean towards weak schools;standardize the financial transfer payment system;strengthen supervision of educational funding,and other long-term mechanisms to promote the balanced allocation of primary education resources.The research of this thesis provides a certain reference for the education department of Anyue County to make decisions,introduce and implement relevant policies and regulations,so as to better optimize the allocation of primary education resources in Anyue County.At the same time,it can also be extended to other similar counties,which has certain reference significance for cultivating the governance model suitable for similar counties. |
