After-school service for primary school students is an important measure to solve the "3:30 problem" in China.In March 2017,the Ministry of Education issued the Guidance on After-School Service for Primary and Secondary School Students,which raised opinions from the main channels,participation principles,content and form,security and strengthening leadership.In August 2019,the Education Department of Inner Mongolia Autonomous Region issued the Guiding Opinions on Improving After-School Services for Primary and Middle School Students,putting forward guiding opinions from five aspects: effectively raising awareness,basic principles,organization and arrangement,strengthening management and safeguard measures.In June 2020,the Inner Mongolia autonomous region education department of joint development and reform commission,departments,market supervision and administration,human resources and social security hall issued " on further strengthening and standardize primary and middle school students after-school service work notice,from strengthening leadership,standardize service and raise awareness three aspects,further strengthen and standardize primary and secondary school after-school service work.Hailar district primary school,for example,to hailar district primary school personnel,after-school service teachers and parents as the research object,using the questionnaire survey method and interview method,and investigate the problems of hailar district primary school after-school service,according to the Horn-Meter System model,first analyzes the hailar district primary school after-school service policy implementation,then analyzes the after-school service policy in the process of what problems,finally according to the existing problems and put forward the corresponding optimization countermeasures.Through the hailar district elementary school after-school service policy implementation research found that hailar district after-school service policy is not perfect,the lack of financial resources and human resources,the lack of communication between after-school service policy organization,after-school service policy execution between unclear boundaries,after-school service policy implementation affected by the social environment and constraints,after-school service policy execution of policy understanding is not deep enough.Therefore,we should clarify the quasi-public goods attributes of after-school service,further improve the after-school service system,and strengthen learning,enhance the understanding of after-school service policy;encourage multiple subjects to join the after-school service work;enrich the content and form of after-school service,improve the educational function of after-school service;establish and improve the after-school service evaluation system;raise after-school service funds from multiple angles,and fully guarantee teachers’ labor remuneration rights.
