Research On Grid Management In Qingshan District Of Baotou City

The country is strong at the grassroots level,and the world is safe at the grassroots level.In the Decision of the Third Plenary Session of the 18 th Central Committee on some Major Issues concerning Comprehensively Deepening Reform,it is proposed to "improve the way of social governance,innovate the social governance system,take grid management and socialized services as the direction,and improve the comprehensive service management platform at the grass-roots level." Community is the basic unit of urban governance and the key link to get through the "last mile" of social governance.We must,on the basis of safeguarding the fundamental interests of the vast majority of the people,give full play to the leading role of the government,encourage and support the participation of all sectors of society,maximize harmonious factors,enhance the vitality of development,improve the level of governance,and timely reflect and coordinate the interests of the people from all sectors and levels.So as to enhance the people’s sense of happiness,security,sense of gain.Grid management is a new mode of urban management reform under the background of the continuous improvement of national governance ability and governance level.It aims to divide a certain area into a unit grid according to certain standards through a unified digital platform of urban management,so as to strengthen the management of internal affairs of the grid.Although grid management started relatively late in China,it is developing rapidly.Especially after major battles such as poverty alleviation,epidemic prevention and control,rural revitalization,flood control and disaster relief,it is gradually developing in a more standardized and scientific direction.With the continuous improvement of national requirements for grassroots governance work,there are great differences in grid management among provinces,regions and cities due to the differences of geopolitical,economic,political and other factors.Beijing,Shanghai,Guangzhou and other places,due to their developed economies,advanced concepts,abundant resources and sufficient personnel,started grid early,updated and iterated quickly,and achieved remarkable governance results.Under the influence of geography,capital,personnel and so on,the urban community management in the border minority areas still has a great weakness.This paper uses the methods of literature analysis,investigation and research to summarize the beneficial exploration of grid management in advanced areas,and selects Qingshan District of Baotou City as a case to analyze the experience and deficiencies,and put forward the improvement measures,in order to expand the ideas for regional grass-roots governance.
