Integration,guidance And Empowerment: A Study On The Operational Mechanism Of The Party Building Leading Community Governance

Grassroots party building plays a strong core leading role in the grass-roots governance system,can strongly lead and drive the coordination and close cooperation of multiple subjects in Community Governance,and effectively solve the problems encountered by the traditional Community Governance model.Since the 18 th National Congress of the Communist Party of China,leading Community Governance by party building has become an effective way to solve grass-roots Community Governance mentioned by the party and the state.The whole country is exploring the development path of leading Community Governance by party building.This paper mainly uses the literature research method,mechanism analysis method and case study method to study the three operating mechanisms of Community Governance led by party building at the current stage from the dimension of "organization action resource".Firstly,from an organizational perspective,community party building connects the vertical management departments and community organizations distributed in "sections" and "blocks" through the "integration of sections" mechanism,maximizing the integration of the functions of various participating entities;From the perspective of action,community party organizations activate more party members in grassroots organizations through the "incentive and guidance" mechanism,and encourage them to play a pioneering and exemplary role,guiding more social organizations,party members,and members to actively participate in social governance;From the perspective of resources,community party organizations use their ruling and organizational advantages to build a platform,sink social resources into the community through the "support empowerment" mechanism,and focus on addressing the refined and diversified needs of community people,so as to inject more vitality and power into Community Governance.Secondly,this article also focuses on the current problems in the community,such as low level of collaboration among various party organizations,incomplete transformation of incentive mechanisms into practical results,and insufficient embeddedness of community empowerment resources.The internal reasons are analyzed from the perspectives of inadequate governance authority of community party organizations,lack of specific incentive methods for party building guidance,and mismatch between internal and external resources and community needs.Finally,combined with the problems and reasons analyzed,the paper proposes the development path of the future party building leading Community Governance,including guiding young party members to participate in Community Governance,breaking the formalism in the party building leading Community Governance,and optimizing community collaborative governance through cross departmental linkage of party organizations.Through the analysis of this paper,we can find that to enhance the effectiveness of grass-roots party building in leading Community Governance,we need to emphasize the effective participation of residents,social organizations and other multiple subjects in the community.Party building leading community party organizations should continue to systematically operate the three mechanisms of "integration","incentive guidance" and "support empowerment" to effectively alleviate the imbalance of rights and responsibilities,governance fragmentation,resource dispersion and other problems caused by the participation of multiple subjects,reshape the sense of social belonging,and strive to build a Community Governance community under the leadership of party building.
