| Currently,most primary school students in our country leave school earlier than their parents’ off duty time.This "time difference" makes parents exhausted."Who will pick up the children after school?" Such a simple question has embarrassed all parties.Over the years,"the difficulty of school pick-up" has become a hot social issue that has been oft-repeatedly discussed.To narrow the gap between parents’ off duty time and children’s school time,around 2014,local governments of 22 provinces,cities and autonomous regions in eastern,central and western China issued specific regulations and measures for after-school services.As of January 2022,nine documents related to after-school services have been released at the national level,among which the more important ones are the Guiding Opinions on Doing a Good Job in After school Services for Primary and Middle School Students issued by the Ministry of Education in 2017 and the Opinions on Further Reducing the Students’ Work Burden and the Off campus Training Burden in Compulsory Education issued by the General Office of the CPC Central Committee and the General Office of the State Council in 2021.From 2017 to2022,under the guidance of national policies,Shanghai Municipal Education Bureau successively issued documents on after-school services for primary school students in2017,2019 and 2022,and launched after-school services for primary school students throughout the city.The after-school service policy is an important measure to promote the healthy growth of students and help parents solve the difficulties of pickup and delivery.However,the practical problems encountered in the specific implementation process of after-school service policy restrict the high-quality development of after-school service policy implementation.This study takes the practice of after-school service in elementary school in Shanghai District P as an example,and compares the implementation background and policy development of after-school service policy in China through literature method;applies questionnaires and interviews to investigate the implementation and execution effectiveness of after-school service policy in elementary school in Shanghai District P in the autumn semester of 2021,uncovers the problems in the process of policy implementation,and analyzes the influencing factors of policy implementation from four aspects:after-school service policy,implementation subject,target group and implementation environment based on Smith’s policy implementation process model analysis framework,in order to provide some references for the improvement of after-school service policy implementation in Shanghai District P.This thesis concludes that the after-school service policy implementation in Shanghai District P is initially effective,but the service policy lacks systematic implementation requirements,schools fail to meet the requirements of the policy and the needs of the target group,parents’ participation in after-school service is low,and the coincidence of school dismissal with the evening rush causes traffic congestion and elongated commuting time.Based on Smith’s model,this study analyzed the causes of the policy implementation problems from four aspects: policy itself,implementation body,target group,and policy environment,and took into account the actual situation.The study also found that the number of teachers is not as high as in the past.Finally,this study expands the measures and suggestions for optimizing the implementation of after-school service policies in Shanghai District P,including four measures and suggestions for optimizing and improving policy documents,improving the implementation capacity of implementation subjects,gaining strong support from parent groups,and optimizing the service policy implementation environment.However,due to its limited capacity and resources,there is still room for improvement in the depth and breadth of the study.It is hoped that this study can throw light on the current implementation of after-school service policy in China,especially the implementation of elementary school after-school service policy in first-tier cities,so that more outstanding scholars can analyze China’s after-school service from the perspective of policy implementation,identify the causes of problems,propose measures,enrich the theory of after-school service,and jointly promote the development and improvement of after-school service. |
