The tax department is an important part of the public administration department,in order to further implement the Party Central Committee on civil servant management requirements,solve the problems existing in the public administration department cadre management,State Administration of Taxation introduced "Digital Personnel" system.The system mainly adopts manage data Thinking and information technology,summarized and implemented the spirit and requirements of the Party Central Committee on cadre management,is a bold innovation combining Individual performance management and information management,is also an important measure matching with deepening the reform of the tax system,aims to build a scientific and effective methods on cadre management.This article takes L Tax Bureau as the object to study "Digital Personnel" performance appraisal.In this paper,through in-depth learning target management theory,human capital theory,Theory of new public management,and using literature research method,questionnaire research method,field research method to introduce the "Digital Personnel" performance appraisal of L Tax Bureau.Then analyzes the problem existing in the specific application of the "Digital Personnel" performance appraisal and the reason of causing,and put forward optimization suggestions.While optimizing "Digital Personnel" performance appraisal of L Taxation Bureau,it provides reference for other taxation bureaus and the public administration departments.Through researching the problem of the "digital personnel" performance management,it can be seen that "digital personnel" performance management is in line with the current civil servant team management and cadre incentive related system requirements,and the development trend of performance management of government departments.Although there are some deficiencies at present,it is worthy of promotion and reference as long as the relevant supporting systems and methods are continuously optimized and improved. |
