Taxation work is an important part of the national governance system,and the ability and quality of taxation cadres are the foundation and important pillar of taxation work."The concept.It aims to build seven pillars of business ability,leadership competency,daily assessment,and recognized evaluation of all tax workers’ moral quality,work performance,work effort,integrity and self-discipline,comprehensive ability,career foundation,and comprehensive evaluation.To conduct assessments in all aspects,to achieve comprehensive and whole-process management of tax cadres.After four stages of system design,simulation improvement,pilot operation,and expansion of the pilot program,"Digital Personnel" was officially launched on May 1,2019 in tax systems at all levels across the country.Taking the tax bureau of Pingbian Miao Autonomous County of the State Administration of Taxation as an example,this paper studies the implementation of performance management since the launch of "Digital Personnel",and uses case analysis and interview methods to deeply analyze the performance appraisal mode in "Digital Personnel" at the grassroots level.The problems existing in the promotion process of the tax system,focus on exploring performance appraisal indicators,work records,leadership evaluation,application of results,etc.,and analyze the reasons for the problems,mainly: defects in the design of the appraisal model,lack of attractive incentive mechanism,management The level needs to be improved.On this basis,suggestions and countermeasures are put forward for the follow-up application,which are to scientifically set up the evaluation index system,strengthen the positive guidance of cadres,and strengthen the incentive effect of results.Through the research of the full text,it can be seen that the personal performance management of "digital personnel" has changed the original performance appraisal method to a large extent,and improved the quality and efficiency of organizational operation through a more scientific management method.Although "digital personnel" still has some deficiencies in performance management,with continuous improvement and perfection,"digital personnel" is worth continuing to persist and explore.
