Performance evaluation of civil servants is an essential means for government departments to manage the civil servant team.It has played a good promoting role in improving the quality of the civil servant team and urging government officials to fulfill their duties.Since the 18 th National Congress of the Communist Party of China,"improving the assessment and evaluation mechanism for cadres" has become an important measure implemented by the Party Central Committee in the management of the cadre team.General Secretary Xi Jinping has repeatedly emphasized the importance of regular assessment of civil servants on different occasions.As an important part of the government,the tax department has taken the lead in exploring and innovating in the performance evaluation of civil servants,proposing the concept and idea of digital management of tax cadres in 2014,and "digital personnel" was born.After five years of exploration and improvement from drafting the system,conducting pilot projects,expanding the pilot,and finally launching it comprehensively,the digital personnel,a digital performance evaluation system for cadres,was fully implemented in the national tax system in 2019.Based on digital personnel,the performance evaluation of civil servants has begun to run through the career of every tax bureau cadre,providing important reference for the management and personal self-improvement of cadres at all levels of the tax bureau.After more than three years of operation,the performance evaluation of civil servants based on digital personnel in Yicheng District Taxation Bureau of Zaozhuang City has achieved certain results while gradually exposing some problems.In order to accurately identify the existing problems and their causes,and then put forward feasible optimization suggestions and countermeasures,this article conducted in-depth investigation and research on the cadres of Yicheng District Taxation Bureau of Zaozhuang City based on a large number of domestic and foreign literature.From the investigation results,it can be seen that there are still problems in the performance evaluation of civil servants in Yicheng District Taxation Bureau of Zaozhuang City based on digital personnel,such as low recognition of tax bureau cadres,the assessment system not being in line with the actual work of grassroots tax bureaus,personal performance and organizational performance not being closely integrated,the assessment results not being objective and accurate enough,insufficient communication and feedback of assessment results,and insufficient utilization of assessment results.This article,combined with relevant theories in public management such as goal management theory,dual-factor theory,and PDCA cycle theory,deeply analyzes the causes of the problems,widely draws on the advanced experience and practices of some grassroots tax departments in the performance evaluation of civil servants in China,and puts forward suggestions for optimizing the performance evaluation of civil servants in Yicheng District Taxation Bureau of Zaozhuang City based on digital personnel,including vigorously creating a strong performance evaluation atmosphere,optimizing the digital personnel performance evaluation system of grassroots tax bureaus,improving the integration mechanism of organizational performance and personal performance,improving the performance evaluation methods,methods,and techniques,improving the performance communication and feedback mechanism,and expanding the performance evaluation result path.
