There are many functional departments of the government,among which the tax department is very important,as the main body of tax collection,it is related to the stability of government revenue and plays an important role in promoting social and economic development..At present,there are more than 800,000 tax personnel in the national tax system,most of whom are grassroots civil servants.It is of great significance to manage a large-scale tax team well to give full play to the functions of tax departments.The tax system has always attached great importance to the performance appraisal of tax staff,actively explores an effective performance management mode that can meet the needs of the development of tax work under the new situation,makes full use of information technology,and initially realizes the informatization of performance management.With the informatization evolution of performance appraisal,digital personnel emerged as the times require,providing the basic power for State Taxation Administration of The People’s Republic of China to carry out e-government reform.Through digital personnel,the daily,standardized,indexed and digitized management of tax cadres can be realized,thus promoting the construction of cadres,building a tax iron army with excellent quality that satisfies taxpayers,and boosting the high quality of tax industry.In this study,the performance appraisal of grass-roots civil servants is deeply analyzed,taking the civil servants of D City Tax Bureau as the research object,taking the development status of performance appraisal at home and abroad as the breakthrough point,and based on the theories of360 evaluation feedback,performance management,target management and civil servant system management,etc.,By means of questionnaires and field interviews,this paper sorts out the current situation of the application of digital personnel in personal performance appraisal of D City Tax Bureau,finds out the existing problems in the application of digital personnel in D City Tax System,analyzes and sums up subjective and subjective factors.By comparing the existing problems and reasons,combining with the basic work practice of the tax system,and drawing lessons from successful experiences at home and abroad,this paper explores the methods or paths that can further improve the performance appraisal of the tax department,and provides ideas and methods for the future tax system performance reform.
