Since the 19th National Congress of the Communist Party of China,the central government has made a series of deployments and requirements for strengthening the building of the cadre team and deepening the reform of the cadre and personnel system.General Secretary Xi Jinping has issued important instructions on the evaluation of cadres many times,and pointed out that "the understanding of cadres cannot stop at feeling and impression,and the evaluation mechanism and methods must be improved." At the national organization work conference held this year,the general secretary further emphasized,It is necessary to establish a system of knowledge and knowledge for daily assessments,classified assessments,and close-range assessments,so that the selected cadres can be assured,satisfied with the masses,and convinced by the cadres.As an innovative measure of performance management,digital personnel is highly compatible with the new spirit and new requirements of the central government to strengthen daily assessment and strictly manage cadres.The comprehensive implementation of digital personnel is an important measure to quickly implement the spirit of the central government.It is also an inevitable requirement to promote profound changes in management concepts,team quality and cadre style,and open up a new situation in the tax system for comprehensive and strict governance of the party.Since the reform of the national and local tax collection and management system in 2018,the Suyu District Taxation Bureau has officially implemented the "digital personnel"performance management system.Over the past two years of practice,it has accumulated rich experience and achieved good results.Under the guidance of relevant theories of public management and the actual operation of the Suyu District Taxation Bureau,this article comprehensively introduces the system of "digital personnel" from the aspects of professional foundation,usual assessment,recognized evaluation,annual assessment results,etc.The specific data is used to test the feasibility and effectiveness of the system,and to conduct a serious analysis of the low quality of daily assessment records during the operation process,the recognized evaluation needs to be further improved,the professional basic design and unreasonable,and the system is not scientific enough.Find out the cause of the problem,propose a series of specific measures such as raising awareness,strengthening the construction of the system,strengthening the application of results,and optimizing and upgrading the system.Although "digital personnel" is currently only a pilot project in the national tax system,its advanced management concepts and evaluation methods have strong theoretical guidance and practical significance for exploring the performance management of the public sector in my country. |
