As an important part of our basic education,compulsory education is an important way to guarantee citizen’s right to receive education and realize educational fairness.In the new era of socialism,Chinese compulsory education has also entered the stage of high performance development,but the differences in enrollment between public schools and private schools lead to the inequity of compulsory education in some local areas.Based on this,the education policy of "citizen with the same enrollment" is introduced in order to further optimize the allocation of educational resources.In February 2014,the Ministry of Education issued by the general office of the Ministry of Education on further do a good job in key cities of compulsory education an exemption to the nearest entrance notice,Chengdu is listed as one of 19 further standardize compulsory education an exemption entrance of one of the key cities,from that time on,Chengdu began to pursue the path of education fairness for compulsory education stage,In 2018,Chengdu began to pilot the policy of "citizens with the same enrollment".The implementation of this policy has changed the pattern of batch enrollment and advance enrollment of private schools in the past.Although it mentioned the simultaneous enrollment of public schools and private schools,the policy only requires private schools to provide 30% of the quota in the lottery and 70% of the quota through interview.Until 2019,Chengdu began to implement the enrollment policy in the form of four batches,where the "citizens with recruitment" is ready to emerge.In 2020,"the same enrollment for citizens" was officially fully implemented.After one year of implementation,we have gained some experience and improvement.In 2021,the "the same enrollment for citizens" policy is more perfect,but there are still some problems to be solved.This article through to Chengdu among "citizens to take" policy analysis,through the implementation of the policy implementation phase of the study,from the perspective of public management,in the process of implementation of the policy itself,implementing subject,target groups and policy environment analysis and research of the four aspects of the problem,the related problem of its recommendations,To provide a reference for the better implementation of the policy of "citizens with the same enrollment" in Chengdu.Through the research of this paper,this paper believes that the implementation of the policy of "citizens with the same enrollment" in the junior middle school of Chengdu promotes the optimization of the student source structure,alleviates the "school choice fever",and promotes the fair competition between public and private schools,which are the positive effects of this policy.However,at the same time,there are still some problems in the implementation of the policy of "citizens with the same enrollment" in Chengdu,such as the lack of urban and county education departments in the implementation of the policy,the adverse impact of the policy on schools,and the anxiety of parents on the implementation of the policy.The reasons for these problems are that the relevant procedures and functions of the urban and county education departments are not in place,the "citizens with enrollment" policy has uneven distribution of school benefits,and the gap between high-quality school resources and parents’ needs is too big.To further promote the Chengdu among the implementation of the "citizens to take" policy,must be from a perfect "citizens to take" policy implementation of supporting policies and balanced education resource allocation within the administrative area,establish an effective social public participation mechanism and so on constantly optimize the implementation of the policy,to further realize the education fair among stage.
