Position and rank,they all reflect the rights and obligations of civil servants and are closely related to political treatment and salary treatment.Positions and ranks,it’s a new concept.It’s an important measure to optimize the reform of the personnel system.It is an important way to solve the problems of narrow promotion channels,low pay and poor stability of the ranks of grass-roots civil servants.This study takes civil servants of the tax bureau of A City as the research object,adopts the literature research method,interview method and questionnaire method,takes the hierarchy of needs theory,expectation theory and reinforcement theory as the theoretical support,and takes the parallel position and rank of civil servants of the tax bureau of A City as the entry point to study the problems and solutions in the implementation of the parallel policy of position and rank,which has great reference significance for other places.Through the research,it is found that the Taxation Bureau of City A has some problems in the policy implementation process,such as imperfect supporting management,incomplete implementation of policy refinement by implementing subjects,insufficient understanding of policy by target groups,and unsatisfactory implementation environment.Combined with Smith’s policy model,the reasons are the defects in policy design,the ineffective implementation of the main body,the difference in the cognition of the target group,and the lack of a good implementation environment.Combined with the actual situation of the Taxation Bureau of City A,this paper puts forward the solutions of optimizing the policy implementation environment,improving the execution ability of the implementation group,strengthening the self-management of the target group and refining the policy design.It will help to promote the implementation of the parallel policy of position and rank,stimulate the enthusiasm of grassroots civil servants,enhance their enthusiasm for work,and ensure the stability of the team.Through the study of the parallel work of the Taxation Bureau of City A,it provides reference for grassroots organs to further implement the parallel policy of civil servants’ positions and ranks,and further expand the positive effect of the policy,which has very important reference significance.
