Since the 18 th CPC National Congress,the CPC Central Committee has introduced a series of anti-corruption lines,principles and policies,adhered to "tigers and flies fight together",and formed an anti-corruption high-pressure situation.However,in the face of the high-pressure situation of anti-corruption,the problems of inaction and disorderly behavior still exist in the cadre team,such as "mediocre and lazy politics" and "not seeking their own politics in their position".In the field of public services involving the vital interests of the people,for example benefiting the people with examination and approval,the behavior of "mediocre and inactive government" has triggered a series of significant problems that need to be solved urgently,such as low administrative efficiency,intensification of contradictions and strong response from the people.In China,the phenomenon of passive performance of duty has been quite common in the workplace,but the research on it has mainly started from the 1990 s.The research objects mainly include the police,teachers,service industries and other people,and there is less research on civil servants.This is also the innovation of this paper.From the perspective of theoretical research,it mainly summarizes the theoretical research framework of foreign countries,and there are few innovative research results.In reality,we have found that negative performance already exists among the civil servants.If no corresponding intervention measures are taken,the cumulative impact of negative performance to a certain extent is not conducive to the improvement of government administrative efficiency,nor to the improvement of people’s sense of gain.Therefore,this paper takes Guangzhou City,Guangdong Province as the research object,takes the problem of passive performance and governance of civil servants in n district as the research content,and combines Maslow’s hierarchy of needs theory,two factor theory and stress management theory,and uses the methods of literature research,social investigation and case study to make an in-depth analysis of the phenomenon of passive performance in n District of Guangzhou.This paper uses the investigation method to understand and analyze the current situation of the passive performance of civil servants in n District of Guangzhou in detail.According to the investigation results,the phenomenon of the passive performance of civil servants in n District of Guangzhou is classified and analyzed.It is concluded that the phenomenon of the passive performance of civil servants in this district is manifested in three aspects: the lack of responsibility consciousness "don’t want to do it",the fear of responsibility accident "dare not do it",and the lack of working ability "can’t do it".Based on the above three negative performance phenomena,this paper analyzes the causes of civil servants’ negative performance from the aspects of consciousness,system and incentive.In addition,while exposing a series of bad negative performance behaviors that are easy to be exposed by some leading cadres in District n in the process of administrative practice,this paper focuses on the corresponding negative performance problems in the civil service team,and comprehensively expounds the causes of the negative performance problems in the civil service team in combination with the actual problems in District n of Guangzhou,On the basis of studying the problems and causes,this paper gives the countermeasures and governance methods that fit the negative performance of civil servants in n District of Guangzhou.First,it provides a basic basis for improving the current situation of civil servants’ work.The second is to seek exports for the self-regulation of civil servants’ passive performance of duties.The third is to provide reference for deepening the reform of civil servants’ management.At the same time,I hope that this study can bring corresponding reference and reference to more research scholars.
