With western governments thought influx of public administration coming into China and China’s economic development, the public’s sense of political participation has grown up, making higher demands towards government management. Now the development of the social economy and the stability of the country need a high-performance, democratic and responsible government which supply with high-quality services. A group of civilized civil servants with professional management, high sense of service, high efficiency, high output effect targets with great practical significance. Our study of the civil service management started late and lacked relative studies of theory and practice. Learning from advanced Western concepts of civil servants on the development of performance management has a positive effect on the development of civil servants performance management in China.Governments at all levels exert a useful exploration on the performance management of civil servants, constantly striving to enhance the quality and ability of civil servants so as to adapt to the rapid development of China’s overall political, economic and cultural society. However, due to the complexity and particularity of the public sector itself and the far-reaching impact on China’s traditional cadre and personnel system, the road of performance management reform is not smooth.This paper conducted a relevant theoretical analysis and the exploration on performance management concepts, and methods, etc.Firstly, this paper starts with the concepts of civil servants’ performance management, civil servants, performance management, the service-oriented government and its characteristics. Meanwhile this paper analyzes the theoretical basis of performance management as a theoretical basis for the following analysis.Secondly, the paper summarizes the overall status of performance management and analyzes the problems such as lack of system, connectivity, performance appraisal body unity and simple methods of performance evaluation issues. Then this paper tries to find out the underlying reasons and suggest some improvement methods for building service-oriented government, improving government and civil servants’ performance management.Finally, this paper analyzes the mature performance management theories and models of the developed countries so as to identify suitable models for China’s performance management. The analysis provide a useful reference for the concept of Chinese performance management, the conduct of performance management and the rules and norms of performance management. Finally, faced with the status quo of China’s performance management and problem, this paper makes some suggestions such as establishing advanced performance management concepts and creating administrative culture of performance and improving the relevant laws and regulations. Meanwhile starting from different levels of performance management system, this paper puts forward some suggestions to perfect the performance appraisal system. This paper aims to provide some valuable comments and suggestions through analyzing.
