| Civil servant performance appraisal is an effective means for government departments to manage civil servants.Scientific and efficient performance appraisal can not only improve the administrative efficiency of the government,strengthen the incentive and supervision role of the government organization,but also help to realize the scientific,institutionalized and standardized government management.The most basic governmental organization in China is township government,which is at the bottom of the five-level structure of the national government.It has a large number and is an important part of the civil servants.Civil servants at the grass-roots level,in the current,there is low efficiency,big work pressure,work enthusiasm is not high,a variety of complex problems,some civil servants "agent","lazy" phenomenon,which affect the overall quality of civil servants has increased,largely because the grass-roots civil servant performance appraisal is not perfect place.The main body of township civil servants is farmers,and the "three rural" problem is the main problem restricting the modernization process of Our country,farmers are the main body of urban and rural economic development,is the key through the implementation of national policies.In the grassroots government,a series of important work,such as the collection and payment of farmers’ insurance,family planning,living environment,epidemic prevention and control,need grassroots civil servants to be down-to-earth to implement.Therefore,the use of effective,scientific and reasonable performance assessment is particularly important.Taking D Town as an example,this paper summarizes relevant problems existing in the performance assessment of the town by investigating the current situation of performance assessment.Through social practice,the performance appraisal information of government personnel in TOWN D was fully collected.Through discussion,it was understood that the performance appraisal in town D had some problems,such as weak purpose,single subject,simple procedure,no detailed indicators and no obvious function.This is mainly due to the fact that the government of TOWN D does not realize the importance of performance assessment,lacks systematic assessment methods to guide,and is affected by the particularity of township government work.By analyzing the current situation of D town government performance assessment,reading relevant literature,field visits,investigation and research,countermeasures to improve the township government performance assessment are obtained.Mainly from the change of civil servant performance appraisal ideas and clear appraisal purpose,adhere to the diversification of evaluation,construct reasonable scientific index system,strengthen the supervision of performance appraisal and strengthening performance evaluation incentive,etc to improve zhoukou city township civil servant performance appraisal,really play a role of performance appraisal,and build a service-oriented government. |
