On The Governance Of Rural Human Settlements Under The Strategy Of Rural Revitalization

In the process of overall construction of the Xiaokang,the improvement of the rural human settlements environment is a hard battle to implement the strategy of rural revitalization,but the improvement of the rural human settlements environment is a key link in the overall development of the Xiaokang.This paper takes Qingzhou city of Shandong Province as the research object,through investigation at the grass-roots level in rural areas and participating in the actual governance work,obtains primary source,and combines the situation of Qingzhou City,expounds the effectiveness of the governance work of Rural Human Settlements Environment in Qingzhou,to clarify the difficulties in the process of governance and analyze the causes of the difficulties in detail,and to put forward the principles and countermeasures for optimization,with a view to providing further constructive advice and reference for the governance of Rural Human Settlements Environment in Qingzhou.This paper is divided into six parts.The first part is the introduction,mainly introduces the rural revitalization strategy,the significance and purposes of Rural Habitat Environment Governance.This paper expounds the concepts of the theory of Human Settlement Environment,Rural Human Settlement Environment and rural revitalization strategy,which analyzes and summarizes the relevant researches at home and abroad.The second part points out that the guiding ideology of Rural Human Settlement Environment Governance in China is sustainable development,people-oriented,urban and rural overall planning.It includs the construction of new Socialist countryside,the construction of beautiful countryside and the revitalization of rural areas,after a thorough analysis of the process of Rural Human Settlement Environment Governance in China,.It is concluded that the country has paid more and more attention to the rural human settlement environment.Since the founding of the People’s Republic of China,more and more attention has been paid to the improvement of farmers’ production and living conditions,and to the key role played by rural issues in the strategy of rural revitalization.The third part analyzes the current situation of Qingzhou’s rural human settlement environment governance,after introducing the basic situation,particularity and importance of Qingzhou.It mainly combs the measures and effects of Qingzhou’s rural human settlement environment governance.The fourth part summarizes the main problems in the governance of rural human settlements in Qingzhou,and explores the main reasons from the perspectives of villagers,government and society,including the villagers weak sense of environmental protection,rural infrastructure construction,rural civilization,such as the level to be improved.In the fifth part,the author makes a case study of the new village movement in South Korea,the Japanese village-building movement,the beautiful village of Anji in China,and the city of Shouguang,which won the United Nations Habitat Award,abstract summary of rural human settlements in the environmental governance generally applicable,with reference to the governance experience.The sixth part puts forward corresponding countermeasures and suggestions from the aspects of perfecting infrastructure construction,perfecting management system,increasing fund guarantee and speeding up the construction of rural civilization.
