With the continuous development of education,education equity has become the cornerstone of national development and the people’s pursuit of better education.The18 th National Congress of the Communist Party of China(CPC)made education equity an integral part of social equity education.The report of the 19 th National Congress of the CPC pointed out that we should "promote education equity".The 20 th National Congress of the CPC pointed out that we should promote education equity,"accelerate the high-quality and balanced development of compulsory education and urban-rural integration,and optimize the allocation of regional education resources".In the article "China’s Education Modernization 2035",it is proposed that establishing and improving the balanced allocation mechanism of basic public education resources is the basic strategy to promote education equity.In order to promote equity in education,optimizing the allocation of resources in urban and rural areas is key on the basis of equalization of basic public services.In order to promote equity in education,optimizing the allocation of resources in urban and rural areas is key on the basis of equalization of basic public services.Nantong City,Jiangsu Province has carried out fruitful practical exploration in promoting the equalization of urban and rural basic public education services,but optimizing the resource allocation of schools in the central urban area and the distant urban area of Nantong is still an important task and topic facing Nantong education.In this paper,I try to analyze the current situation of educational resources in the central urban area of Nantong and the allocation of human resources in the central urban area of Nantong through literature research,comparative research,interviews with school administrators and front-line teachers in the central and remote urban areas of Nantong,and sampling surveys of school-running conditions from the perspective of equalization of basic public services.The five problems existing in the educational resources in the central urban area and the distant urban area of Nantong were summarized: the problem of basic education funding,the problem of basic school-running equipment and school conditions,the problem of unbalanced teachers,the problem of insufficient diversified education and the problem of difficulty in matching with the current household registration system,and analyzed the factors restricting the allocation of educational resources in the central urban area and the distant urban area of Nantong.Finally,this paper puts forward the path to optimize the balanced allocation of educational resources in Nantong from the perspective of public service equalization: highlighting the precise positioning of government functions,ensuring the adequate allocation of education funds,improving the optimal allocation of teacher resources,and optimizing the supervision and evaluation mechanism system.This paper studies the optimal allocation of educational resources in Nantong City’s central urban and suburban areas from the perspective of public service equalization,proposes effective paths and strategies,and hopes that this research results can provide some reference value for the optimal allocation of educational resources in other similar cities.
