Since the reform and opening up,with the rise of the market economy and the perfection of the national examination and selection system,education has become more and more important in the public’s mind,which promotes the rise of the off-campus training market and makes more and more folk education and training services participate in the education process.The prosperity of the national economy has led to the exponential growth of the number of off-campus training institutions.In this process,a lot of chaos has appeared,which makes the government pay attention to it at the policy level.Since 2018,the country has issued many relevant guidelines.In 2021,a number of specific guidance documents were issued,which aims to address the problem of off-campus training institutions,effectively reduce the learning burden of students and reduce the number of off-campus training institutions,"Shuangjian" for short.The current situation and analysis of the governance of off-campus training institutions in HC county townships is the research content of this paper,the basic structure of this paper which is divided into four parts: 1.Based on the data collection of the basic conditions of the off-campus training institutions in HC county,the special governance policies of off-campus training institutions and the governance regulations of HC county were sorted out.2.On the basis of sorting out the governance policies of the off-campus training institutions,combined with the investigation and visit of the off-campus training institutions in the townships of HC county,we have an in-depth understanding of the current situation of the governance of the off-campus training institutions by the education authorities of HC county.Based on this,we will explore the existing problems in the governance process of the off-campus training institutions,including the disconnection between some policy contents and reality,the efficiency of the execution subject is not high and the certain obstacles in the objective environment.3.Research and discuss on the problems reflected in the survey and policy texts to understand the causes of these problems;4.Finally,the author puts forward countermeasures for the governance of out-of-school training institutions in township areas including policy optimization,coordination of management departments and creation of better after-school learning conditions.In the countermeasures,the government’s guiding role in public opinion is emphasized,social education anxiety should be reduced,more diversified and convenient learning places are created in township areas,and support for after-school services in township schools is strengthened,the coordination and cooperation between township grass-roots departments and out-of-school training institutions should be deepend.Through investigation and research,the positive effect of the "Shuangjian" policy have been seen,which has basically solved the problems of students’ excessive after-school burden and the excessive number of off-campus training institutions.The number of off-campus training institutions has been greatly reduced,and has basically lost the trend of rapid rise again.For after-school services,there is still a problem that follow-up policies cannot keep up.That requires the state to pay attention to the design of relevant systems,so that children can truly be liberated from out-of-school training that does not conform to the law of education.Of course,to achieve the goal it also need the extensive participation of social forces,especially relevant organizations,to truly form the self-discipline of industry organizations,respect the law of education,and no longer return to the old way of increasing the burden on students.On the basis of increasing financial investment to after-school services in schools and after-school services provided by social organizations,the propagandization for the“Shuangjian” policy should be increased so that the social atmosphere will be changed fundamentally for after-school tutoring and the goal of management the off-campus training institutions is achieved.
