Research On The Problems And Countermeasures Facing The Reform Of Township Institutions In The New Period

The Third Plenary Session of the 19 th Central Committee of the Communist Party of China made a decision to deepen the institutional reform of the Party and the state,which brought the whole country into a wave of deepening institutional reform.As an important grass-roots administrative organization in our country,townships are the “bridges” that are most closely linked with the masses.Their reform and development are closely related to the consolidation of state power,the harmony and stability of social development,and the happiness and well-being of the peasant masses,and the effectiveness of their institutional reforms.Whether the service-oriented government can be successfully established in our country.Therefore,it is particularly important to speed up the transformation of government service functions,optimize the establishment of township institutions,and build an efficient cadre team.Based on the current nine measures for the reform of township institutions in Yaodu District,Linfen City,this paper takes Z Town in Yaodu District as an example to describe the current reform situation of Z Town in Yaodu District,Linfen City,summarizes the achievements of Z Town reform,and analyzes Z Town.The problems and reasons existing in the institutional reform,and provide feasible suggestions for the reform of township institutions in the new period.The study found that there are five problems in the institutional reform of Z Town,Yaodu District,Linfen City,such as unclear authority and responsibilities for institutional setup,failure to synchronize supporting measures,insufficient incentives for cadres,superficial organizational operations,and performance appraisal to be strengthened.It is suggested to speed up the transformation of government functions and establish a service-oriented governmen;scientifically allocate resources and follow up supporting measures in a timely manner;optimize the structure of cadres and scientifically deploy people to make the best use of them;improve the township governance structure and give full play to the advantages of the reform system;improve the assessment and evaluation system,establish Reasonable employment mechanism.
