Research On The Behavior And Role Of Village Cadres In Rural Land Development

"Planting houses" means rush to build houses before demolition,which is the behavior of farmers competing with the government for profits in rural land development.The emergence of this behavior is affected by many factors,one of the most critical factors is the role of village cadres.Through field observation and in-depth interviews in three villages in North China,this study found that village cadres have at least three behaviors in farmers’ house planting and governance: Taking the lead in house planting;concealing and protecting villagers’ house planting;and resolutely stopping villagers’ house planting.The three behaviors have produced two different results: the first two have formed the trend of planting houses,and the latter has effectively prevented the farmers from competing for profits.However,the village cadres of the three villages play different roles in the event of housing management.The reason lies in the different social structures of the three villages and the different motives of the village cadres.It is found that the governance behavior and role of village cadres are influenced by governance ability and governance motivation.In villages with relatively close social structure,village cadres manage with the help of village social resources and expect to obtain social benefits.In villages with increasingly loose social structure,village cadres lack corresponding governance resources and are limited in governance ability,so they can only maintain their status in villages by accommodating and catering to villagers’ needs.In villages with split structure,village cadres pay more attention to individual perspective.Therefore,the legitimacy of governing the village is lacking.Through the discussion and comparison of the governance of farmers planting houses,the study verified and corrected the following views: in G village with atomization trend,when village cadres lack sufficient social governance resources and demand from villagers,they tend to cater to villagers’ demands,and take the role of villagers as family members to obtain villagers’ support for their other work or business;in H Village with fierce factional struggle,they tend to meet the needs of villagers,Village cadres tend to seek illegitimate profits and play the role of profit brokers,but under the pressure of current work standardization,strengthened supervision and petition,the profit space has been seriously reduced;in o village,which is orderly led by big family name,although the wage income is insufficient,village cadres can obtain self-reliance by mobilizing social resources such as social network and social norms to manage and supervise the government’s benefiting agriculture projects The value that I realize will also make it incline to the role of government agent.The Enlightenment of this study is that the governance of grass-roots society is deeply affected and restricted by the grass-roots social structure.The modernization of grass-roots governance should pay more attention to the ability and power of village social autonomy.
