Research On The Construction Of Rural Practical Talents Team In Yanchi County Under The Background Of Rural Revitalization

The report to the 20th National Congress of the Communist Party of China included the comprehensive promotion of rural revitalization into the overall framework of building a new development pattern,stressing that,under the great changes unseen in a century and on the way to the second centenary Goal,the comprehensive promotion of rural revitalization is of overall strategic significance.The "pillar" of rural revitalization in the new era is rural practical talents,who play a very important role of "head goose" in all aspects of high-quality rural development,and are the backbone force to promote economic and social development and industrial restructuring.For Yanchi County,it is very important to cultivate a team of practical rural talents who know agriculture,like the countryside and like farmers to effectively prevent the scale or regional return to poverty and realize the effective implementation of the rural revitalization strategy.In this paper,under the background of the implementation of the rural revitalization strategy,the construction of rural practical talent team in Yanchi County is carefully,comprehensively and systematically investigated.By using the literature research method,the structured interview method and the questionnaire survey method,the relevant research results at home and abroad are carefully summarized,and the human capital theory,incentive theory and other relevant theories in public management are applied.This paper comprehensively analyzes the actual situation of the construction of rural practical talents team in Yanchi County,obtains the existing problems and difficulties in the construction of rural practical talents team in Yanchi County,analyzes the causes of the problems,and puts forward the countermeasures and suggestions to optimize the construction of rural practical talents team in Yanchi County.Under the background of effective implementation of rural revitalization,a series of in-depth explorations have been made on the construction of rural practical talent team to comprehensively and effectively promote the development of rural practical talent team in Yanchi County.Through research and analysis,it is found that there are some problems in the construction of rural practical talents team in Yanchi County,such as insufficient total reserve of rural practical talents,low overall quality,insufficient cultivation and imperfect evaluation system.The main reasons for the problem are that the responsible departments are not strong enough,the development of rural practical talents is not enough,the management service of rural practical talents is not in place,the training system of rural practical talents is not perfect,and the evaluation mechanism of rural practical talents is not perfect.On the basis of in-depth analysis and summary,using the theory of human resource management in public sector and incentive theory,combined with the actual development of local economy and society,we will accelerate the reserve of rural practical talents,improve the quality of rural practical talents,improve the training system of rural practical talents,optimize the evaluation system of rural practical talents.It is hoped that the study of this paper can provide reference for the construction of rural practical talent team in Yanchi County,explore ways and suggestions for standardizing management of the construction of practical talent team in Yanchi County,and contribute to the comprehensive promotion of rural revitalization strategy.
