Study On The Influencing Factors Of Government Response Effect In Major Public Health Emergencies

Since the emergence of COVID-19,it has caused great harm to people ’s lives and health,adversely affected social development,and brought major public health emergencies into the public eye again.Under the guidance of the overall national security concept,a series of responses and emergency response to major public health emergencies have become an indispensable part of social construction.And,the changes brought about by the development of mobile network technology have made the public widely participate in the spread of public health emergencies.Emergency response is no longer a one-way output of the government,but a multi-negotiation jointly participated by the government,the media and the public.During this period,factors from all aspects continue to interfere with the government’s emergency management and influence the effect of the government ’s response.Therefore,this paper focuses on the influencing factors of government response to public health emergencies,identifies the main influencing factors and studies their action paths.In this paper,a total of 50 major public health emergencies from 2012 to 2021 are selected as sample cases.By combing its evolution scenarios and drawing on the effective variables in related research,eleven objective measurable indicators in four dimensions of this study are proposed,and the model of this paper is constructed.Through SPSS data analysis,it is found that among the three dimensions of event attribute,communication status and government response,event type,scope of public interest,event communication time and basic situation of handling punishment are significant influencing factors.In the government emergency governance,the difference of event types will bring different inherent risks.The change of the scope of public interest will lead to the transfer of public opinion,emotional focus and public appeal.The diffusion of information and the selective interpretation of netizens in the event transmission time will increase the uncertainty of government emergency governance.The basic situation of punishment directly reflects the governance tools and governance concepts under the emergency system.And put forward reflection and suggestions on the form of action of influencing factors.The beginning of the thesis is the introduction part,which introduces the research background,research significance,research content and domestic and foreign research review.The first chapter constructs the government’s " scenario-response " effect model in major public health emergencies by combing the life cycle theory and the " scenario-response" model.In the second chapter,on the basis of case selection and data statistical processing,descriptive statistical analysis,regression analysis and cross analysis are carried out to identify the four key influencing factors.Based on the previous data analysis results,the third chapter explores the response effect of various factors on the government from the perspective of 4M theory.In summary,through data analysis and theoretical exploration of 50 major public health emergencies in China,this paper explores the influencing factors of government response to public health emergencies in the context of mobile media,as well as its impact model,in order to explore more efficient government emergency response programs and governance paths.
