Research On Population Importing Community Coordination In Response To Public Health Emergencies

Since March 2022,the COVID-19 epidemic has continued in Shanghai.As the organization closest to the people,the community has played a very important role in the epidemic prevention and control process.Therefore,it has stimulated the initiative of community epidemic prevention,made good use of the information resources held by the community,understood the actual needs of the residents,continuously reduced the adverse effects caused by the epidemic,and promoted the " Dynamic reset " work of the normalization of COVID-19 epidemic.Based on the background of Shanghai’s entry into the lockdown around April 2022,through the research of domestic and foreign literature,case analysis of community a,in-depth interviews and questionnaires,and based on the theory of collaborative governance and the "4R" theory of crisis management,this paper studies the collaborative problems in the response to public health emergencies in community a of sub district G in District S.through the three dimensions of the collaborative governance theory,the vertical coordination between the community and the street prevention and control special class,the community neighborhood committee The horizontal coordination between the property and residents,the political and social coordination between the community and social organizations and volunteers,and the research on problems in the three time stages of "dynamic zero clearing" of crisis management,the emergency response stage of COVID-19 epidemic and the comprehensive restoration of life and production order,have found problems including weak practicality of the emergency plan,low efficiency of vertical coordination,lack of information sharing channels,general control effect of public opinion,and lack of psychological intervention.Based on the in-depth analysis of the existing problems,there are three main reasons for the coordination problems when the community responds to public health emergencies.In the vertical coordination,the reasons are that the preparation of the emergency plan is too procedural,the management mechanism after formulation is missing,the emergency decision-making mechanism for public health emergencies is not perfect,and the supporting measures for the adjustment of relevant functions after the transition of emergency status are slow to follow up;In terms of horizontal coordination,the reasons include the lack of community expectations for the development of the epidemic,the lack of coordination mechanism of community emergency management subjects,the imperfect control mechanism of community public opinion and The lack of relevant mechanisms for community psychological counseling and the inadequate work of strengthening community residents’ awareness of epidemic prevention;In terms of political and social cooperation,there are some reasons such as the imperfect security mechanism of social organizations participating in community epidemic prevention,the lack of participation paths,the insufficient recruitment system of community volunteers,the limited recruitment channels,and the lagging construction of political and social cooperation information sharing.Finally,combined with the causes of the problems,put forward practical and operable countermeasures and suggestions.The community vertical coordination includes: optimizing the preparation and adjustment of emergency plans,opening up the communication channels of vertical coordination and improving the awareness and ways of vertical coordination;Community horizontal coordination includes: do a good job in community publicity and education and emergency drills,strengthen the coordination of community emergency management subjects,improve the system construction and improve the public opinion system construction of community emergency management;Community vertical coordination includes: improving the coordination mechanism of social organizations participating in community emergency management,paying attention to psychological intervention in emergency management and strengthening the management of community emergency management volunteers,aiming to further improve the collaborative energy efficiency of community response to public health emergencies,so as to provide some reference and reference for improving the coordinated prevention and control of public health emergencies in Shanghai.
