| Innovative strategies such as the modernization of national governance system and governance capacity and rural revitalization have continuously put forward new requirements for community-level governance,testing the social governance capacity and innovation capacity of township governments.For a long time,under the pressure system with distinct levels,the township government,as the most basic level,has assumed more and more responsibilities,and the pressure and burden have gradually increased.In March 2019,the General Office of the CPC Central Committee issued the Notice on Solving the Outstanding Problems of Formalism and Reducing the Burden Reduction at the Grassroots Level,and designated 2019 as the "Year of Burden Reduction at the Grassroots Level."
