Research On The Dilemma And Countermeasures Of Grass-root Burden Reduction In The Process Of Social Governance’s Downward Shift

As the "last mile" to undertake various specific tasks,the grass-roots has a profound impact on the results and quality of social governance.In recent years,such topics as power and responsibility matching,heavy assessment tasks and lack of governance resources are common.In order to alleviate the problem of excessive burdens at the grassroots level,the General Office of the CPC Central Committee issued the Notice on Reducing Burdens at the grassroots Level by Solving Prominent Problems of Formalism in 2019,and subsequently proposed that strengthening the empowerment and ability of the grassroots level and reducing burdens at the grassroots level should be placed in a prominent position at the national strategic level.The problem of excessive burdens on the grassroots seems to have been alleviated,but in fact,it has led to more diversified and hidden instructions and requirements.There is a widespread phenomenon that the reduction of burdens on the grassroots achieves little effect,or even "the more the reduction,the more the burden",resulting in certain negative effects.In order to better serve the people and ensure people’s livelihood,local governments have taken active measures and achieved initial results.However,the shift of the focus of social governance to the grass-roots level implies that various service matters and refined affairs are going down to the grass-roots level,which will inevitably increase the tasks of the grass-roots level.Therefore,in the context of the shift of the focus of social governance,whether it will increase the burden on the grass-roots level,whether it will cause negative impact on the implementation of the burden reduction policy at the grass-roots level and other related issues have aroused concern.This study focuses on the factors affecting the burden reduction at the grassroots level in the process of the shift of the social governance center and the solutions.Through the field visit and research of urban grassroots units in Taiyuan,Shanxi Province,the interview content is sorted out and analyzed,and the procedural grounded theory research method is used to refine and categorize the content,explore the generation mechanism of grassroots burden,build a theoretical model affecting the factors of urban grassroots burden reduction in Taiyuan,and effectively analyze the current situation of urban grassroots burden reduction in Taiyuan.In view of the phenomenon that the burden of grassroots is too heavy throughout the country,this paper further expands the research scope,uses quantitative research methods to extract and verify the influencing factors of grassroots burden reduction,and combines relevant theories to further analyze the difficulties and causes in the process of grassroots burden reduction.Finally,this paper analyzes the internal and external aspects of grassroots units,and puts forward targeted countermeasures and suggestions from the aspects of system,structure,technology and resources based on the reasons,in order to alleviate the burden reduction predicament of urban grassroots in Taiyuan,Shanxi Province,and strive to provide reference basis for the burden reduction and efficiency improvement of grassroots units,so as to better promote the healthy development of grassroots units and promote the steady operation of the modernization of grassroots governance.
