| Public institutions belong to the unit system with Chinese characteristics,and their main responsibility is to provide public welfare services to the society.As an important part of public institutions,the quality and ability of personnel directly affect the service level of public institutions.The personnel of public institutions include management personnel,professional and technical personnel and work staff,among which the management staff are mainly responsible for the leadership responsibilities or management tasks of public institutions,etc.Their work efficiency directly affects the play of the public functions of the government and the healthy development of public institutions.Due to the influence of various factors such as identity and promotion system,the management staff have low job satisfaction,low sense of achievement and identity to different degrees.Incentive mechanism is an important part of the human resource management of public institutions.A sound incentive mechanism can fully mobilize the work enthusiasm and initiative of personnel.therefore,From the perspective of the group of management staff in public institutions,A public institutions were selected as the research sample,By analyzing the current situation of the incentive mechanism of A institution,It is found that there are some problems,such as unclear salary incentive effect based on the sense of fairness,insufficient space for career development,obvious training effect,and lack of space for career development,Combined with the data obtained from questionnaires and interviews,The main reasons for the problem are the lack of motivation mechanism of the compensation design,the imperfect promotion mechanism,the training and management means are not in place,the weak spiritual incentive awareness and other reasons,And from the improvement of the post salary system,establish a multichannel promotion mechanism,improve the training mechanism and other aspects of the countermeasures and suggestions,expects to provide useful reference for the optimization of the incentive mechanism of public institutions. |
