As state-funded institutions, not only has some functions of the government, and different from state organs and enterprises, the reform process research and discussion after the third plenary session of the eleventh gradually become a new field. Over the years, the theory and practice of the case study of incentives and institutions, did not get enough attention, it is difficult to play the role of incentives. deepen the reform of personnel system is the key to improve the efficiency of public institutions. However, how to reform the practice, still there are many deep-seated problems and contradictions to be resolved. In this context, relevant research institutions on the need to deepen the incentive system. Through the improvement and reform of the institutions of research incentives, help to address the existing problems and institutions, there is a theory reference and practice of the dual value of promotion.This paper studies the institution of A as a talent agency incentive problems.
