| The cultural institution is a special group formed due to the extension of the government functions and the development of the social cause function under the planned economy system of China, and it is also an important field of the national life and social development in our country. Currently, In order to adapt to the development of the socialist market economy, all cultural institutions with conditions need to be reformed. Human resources is the core competitiveness of the cultural institutions, therefore, how to achieve effective incentives for staff has become the focus of reform. However, due to the lack of historical experience for reference, the reform of human resources system and its mechanism will face many difficulties during the reform process of cultural in stitutions.Therefore, trying to improve personnel incentive mechanism after the reform of the cultural institutions and to design a set of incentive mechanism which can be used in practice with universal applicability for the reformed cultural institutions is the focus and core of this paper.This paper mainly studies the incentive problem of core employees in the restructuring of cultural institutions, artists. Firstly, through reading a lot of literature, querying the relevant policy documents, the author preliminary grasps the incentive status of reformed cultural institutions. With combination of Incentive theories, namely content-based incentive theory, the process-based incentive theory and the theory of human nature, the author concludes and analyzes theoretical basis for the optimization and improvement of incentive mechanism after the reform of cultural institution. Secondly, taking the reformed cultural institution A unit as an example, through an interior observation and interview in A unit, the author tries to understand the peculiarities of incentive for the literary and art workers in cultural institutions and the main problems faced by A unit’s system reform, and to analyze main incentive methods used by A unit and the existing problems in the process of its incentive, so that can conclude that the current incentive mechanism of A unit can not effectively inspire the literary and artistic workers.Thirdly, based on Maslow’s "hierarchy of needs" to design interview outline, by in-depth interviews with all kinds of literary and art workers total 64 members, the author intends to understand the most important incentive needs for the current literature and art workers and to improve and optimize the existing incentive mechanism on this basis. At last, through the development and integration of general model for reform of cultural institutions workers incentive mechanism, the model which is comprise of the incentive work design system, the career training system, a comprehensive compensation system and the multidimensional performance evaluation system, the paper aims to effectively solve the drawbacks of the original incentive mechanism for cultural institutions, and to provide reference for incentive work of the reformed cultural institutions regard the literary and artistic workers. |
