Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping claimed "Improving the judicial personnel classification management system with professional characteristics is fundamental to deepening the judicial system reform,which is the focal point we must seize".So the importance of personnel classification management reform is self-evident,and its difficulties can be imagined too.We will regard the reform of the judicial responsibility system as the focal point and take this as the main line to advance the reform of the judicial system.To implement the judicial responsibility system,first of all,we should select the personnel with excellent ability to handle cases to be judges and prosecutors,divide the judicial staff into three kinds: judges and prosecutors,ancillary judicial personnel and judicial administrative personnel,improve the professional security system of judicial personnel,and implement the security and incentive system in line with the characteristics of the judicial profession and the sequence of individual positions.Judicial administrative personnel,as a kind of court personnel,provide an important all-around guarantee for the smooth development of the court’s trial.At present,great changes have taken place in the management of judicial administrative personnel in the court system,which leads to some prominent problems and contradictions in the management of judicial administrative personnel in the court system.The management of judicial administrative personnel in the court system directly affects the quality of their service for the trial.At present,most experts and scholars focus on the management and incentive of post judges and ancillary judicial personnel in the court system,while the research on the incentive of judicial administrative personnel which plays an all-round role is less concerned.As a result,it is imperative to improve the incentive mechanism of judicial administrative personnel in the court system.In view of the above analysis,this article takes 12 departments of two-level courts in Ulanqab as an example,carries out the research through data statistics and analysis of daily work practice,and proposes to establish a scientific and reasonable salary and welfare system,a fair and comprehensive personnel security system,an education and training system with balanced supply and demand,a smooth and orderly career development channel,a practical and effective evaluation system.So the incentive mechanism of judicial administrative personnel in two-level courts of Ulanqab can be optimized,which can improve the working ability and efficiency of the judicial administrative personnel in the court system and ultimately promote the development of the trial.
