In the context of organizational reform,this paper focuses on the problems of personnel placement in public institutions.Taking l service center in Shenyang as an example,this paper discusses the problems of Personnel Placement in the context of organizational reform.In this paper,literature research,access as a means,reference to the theory of person-post matching,factor useful principle and incentive mechanism theory research results,this paper sorts out in detail the specific problems existing in the personnel placement of public welfare institutions under the background of organizational reform,such as the slow progress of personnel placement,the lack of professionalism in personnel management,etc..This paper analyzes the causes of the problems,such as the implementation of the personnel placement policy is not in place,the personnel placement system is not perfect,and puts forward concrete improvement measures,such as deepening the supporting policy guarantee mechanism of the placement,perfecting the relevant system of the personnel placement,etc.,i hope to find the common problems in the placement of public institutions to improve the efficiency of public institutions.Liaoning Province,as the forerunner of the reform of public institutions,finds out the common problems of personnel placement of public institutions of public welfare,and provides reference for other provinces and cities to carry out related work in the future.
