Research On Reflection On Urban Community Governance In Public Health Emergencie

As a public health emergency,the COVID-19 in early 2020 is a comprehensive test of China’s grass-roots governance capacity and level.At the end of 2022,the state has successively optimized and adjusted the epidemic prevention and control policies,and has successively promulgated "20 articles" and "10 new articles".From January8,2023,novel coronavirus will be subject to "Class B control"."Class B control" is not a free policy,but a transition from simple epidemic prevention and control to comprehensive protection of the health of the whole people.After the national prevention and control of COVID-19 infection has entered a new stage,the realization of the national health goal needs the active cooperation of the community and the whole people.As the basic fulcrum of people’s life,the basic unit of community governance and the key link of community governance,urban communities are the forefront of joint prevention and control of epidemic diseases and the resumption of work and production,and communities are also the key frontier platform for the government to deal with major public health events.Therefore,the functional construction of urban communities has also become an important focus for the government to accurately respond to the crisis.In response to public health emergencies,urban communities are responsible for mobilizing,contacting,uniting,and helping the masses,as well as specific tasks such as epidemic prevention and control,data reporting,publicity and education,community renovation,and service guidance,and have become the main platform for the government to fulfill its responsibilities,coordinate and interact in various aspects,and provide multi-level humanistic care.As the key and leading position to deal with major public health emergencies,China’s urban community governance still faces some defects and difficulties in system construction,community resource integration,big data application and other fields.Grass-root governments need to take measures such as improving top-level design,gathering multiple forces,improving digital empowerment,and improving the degree of social civilization to further strengthen the emergency response and risk prevention awareness of urban communities,and thus improve the people’s sense of well-being and satisfaction.Based on this,take L Street as the research object,reflect on the problems existing in urban community governance through various ways,analyze the causes of the problems,and propose feasible improvement policies.First of all,based on the actual situation of the urban community in L Street in response to the sudden public health crisis,through questionnaire survey,individual interviews,collection and review of archives and other ways,we can understand the problems of the urban community governance in L Street,mainly including the lack of joint efforts of multiple forces to participate in epidemic prevention and control,the low level of community governance intelligence,the weak ability of community emergency response,and the need to strengthen the precision of grid governance,Based on relevant materials and data,the reasons for this problem include insufficient integration of community governance concepts,community governance subjects,community governance powers,community governance mechanisms and other factors.According to the actual situation of L Street,the corresponding countermeasures include establishing the concept of overall governance,integrating the resources of community governance,establishing the emergency management mechanism for emergencies,improving the refinement level of community governance,which provides research ideas for enriching the theory of urban community governance,and provides reference countermeasures for improving the quality and efficiency of urban community services.Taking the urban community of L Street as the research object,this paper analyzes the problems of urban community governance from the perspective of holistic governance theory,aiming at improving the public health governance system of urban communities,improving the future community governance capacity,and improving the sense of security and satisfaction of community residents.
