| The prevention and control of new crown disease depends on the participation of multiple subjects in society.The rural area is the last kilometer of the epidemic prevention and control.The villagers` committee as a grass-roots mass autonomous organization is an important part of the epidemic prevention and control work.It plays an important role in building a safety network for the prevention and control of rural epidemic situation.At present,there is a lack of investigation on the prevention and control measures of the villagers` committee and its role of grass-roots governance in the study of Public Health Emergencies.As a necessary means,epidemic prevention and control measures often restrict citizens` basic rights such as personal freedom and personal information,and it should be strictly limited by the principles of legal reservation,proportionality and due process.Through the detailed classification and legal study of the villagers` committee`s isolation measures,road closure measures and information management measures,it can be affirmed that the work of the villagers` committee has maintained social order in rural areas,filled the power vacancy of the grass-roots government,promoted the legalization of grass-roots governance and built a group of epidemic prevention and control.However,the current situation of large rural population,scattered residence,weak awareness,the return of migrant workers and the failure of the model of the village run by competent people have objectively aggravated the pressure of the villagers`committee on prevention and control.In the absence of clear legal norms and detailed guidance of prevention and control mechanism,in order to pursue the effectiveness of prevention and control there are widespread ultra vires acts,low-end means and violation of private rights.These problems also reveal the villagers` committee`s lack of ability to make rational decisions and their tendency to dilute the protection of basic rights when dealing with major public health emergencies.In the context of building a community of social governance,to enhance the role of the villagers` committee in the prevention and control of epidemic situation and in the grass-roots social governance,we must combine the two approaches: on the one hand,we must enhance the effectiveness of the villagers` committee as the autonomous main body by improving the legal authorization,perfecting the grid-based prevention and control mechanism,and strengthening the ideological construction.On the other hand,we should strengthen the leadership of the village party organization,improve the villagers` participation mechanism,improve the coordination mechanism of voluntary organizations.The only way to create a new pattern of epidemic prevention and control in rural areas is to strengthen the governance function of the villagers` committee and build a community of governance at the grass-roots level. |
