Research On Collaborative Governance Mechanism In Urban Communities From The Background Of Epidemic Prevention And Control

As the cornerstone of national governance,primary-level governance is pivotal to the orchestration of urban and rural community management in our nation.The coordinated promotion of township and urban rural community governance is fundamentally ingrained in the essence of our country’s social management system and capability building.The Fourth Plenary Session of the 19th Central Committee of the CPC defined the important goal of promoting the national governance system and governance capacity,and on this basis,it called for further improvement of the grassroots social governance system,and made improving the community management and service mechanism as an important part of enhancing the effectiveness of national governance.Communities serve as the crucial nexus through which the party and government amplify their service to the populace and serve as the"nervous system" of social governance.To promote the modernization of the community governance system and governance capacity is not only a development need to improve the level of social governance and improve national governance,but also a realistic requirement to improve the people-oriented social service system and improve people’s living standards.The COVID-19 epidemic in 2020 has become a major public health emergency with the fastest spread and the most difficult prevention and control.As communities are at the forefront of urban primary-level governance and epidemic prevention and control,people have realized the importance of community governance and community collaborative governance.Urban community collaborative governance has become the development trend of urban community management in China,but there is still much room for improvement in the emergency response ability in the face of public health emergencies.Therefore,from the perspective of collaborative management of COVID-19,it is of great significance to explore the governance mechanism of urban communities in responding to public health emergencies,so as to strengthen the role played of urban communities in prevention and control.Based on this,this paper expounds the concepts of community,urban community and community governance on the basis of collaborative governance theory and cooperative governance theory.Taking X Street in Beijing as the research object,it summarizes the current situation and existing problems of epidemic prevention and control by comprehensive use of literature research method,case analysis method and interview method.As the capital of a major country and a mega-city,Beijing has demonstrated its strong ability to respond to public health emergencies.In the face of an outbreak,Beijing has the responsibility to set a good example for other cities in the country.Therefore,it is necessary to improve the prevention and control system and mechanism of major public health outbreaks,lead the establishment of a more efficient public health emergency management system,and continue to promote the modernization of urban governance system and governance capacity.To establish a more efficient collaborative management system for public health emergencies,first,improve the guidance mechanism of grassroots Party organizations;Second,construct community resource integration mechanism;Third,create a "smart community"service mechanism;Fourth,improve the community governance and sharing mechanism;Fifth,we need to establish a positive public opinion guidance mechanism.We will promote the harmonious development of urban communities and improve the level of governance at the grassroots level by improving the mechanism for coordinated community governance.
