Community Governance Model And Improvement Path Of Governance Capability Under Severe Epidemic Situation

The Spring Festival in 2020 is destined to be written into history.The sudden new type of coronary pneumonia is like a dark cloud rapidly covering the whole country.Unlike other viruses,NCV is highly infectious,which leads to the spread of the epidemic in all places where people live.As the most important place for human activities,the community has become the "most effective line of defense against external input and internal non-proliferation".The Third Plenary Session of the 18 th Central Committee of the Communist Party of China took promoting the modernization of the national governance system and governance capacity as the overall goal of deepening the reform in an all-round way.However,the effectiveness of community governance is a test.This Thesis uses literature research method and field research method to study.One is to use the literature research method,through the library electronic resources,query a large number of governance related literature,define the relevant concepts,and analyze the collaborative governance theory and emergency management theory.Second,due to the particularity of F street in T city with rich experience in community governance and great difficulty in epidemic prevention,we visited 11 communities and administrative villages in F street of T city through on-the-spot investigation,conducted in-depth interviews with the heads of street epidemic prevention Office,village community leaders,volunteers,residents,etc.,and consulted a large number of community governance practice data and cases to understand the community governance of the existing communities in the street The current situation and epidemic prevention and control situation.On this basis,the third chapter of this paper first summarizes the typical epidemic prevention mode of Community Governance: relying on the party organization as the center of epidemic prevention,the platform of "three governance integration",the means of "three community linkage",the preliminary use of intelligent platform,linkage from the main body,platform,means and other aspects,so that the epidemic situation has been controlled.The fourth chapter summarizes the feedback from the epidemic situation and analyzes the reasons.The deficiencies include imperfect linkage mechanism of multiple subjects;low awareness of residents’ participation in epidemic prevention;lack of professional knowledge and staffing of community practitioners;weak intelligence platform and shortage of equipment.In the fifth chapter,according to the theory of coordination,crisis management and other theoretical basis,combined with the lack of community governance feedback in reality,the paper puts forward the suggestions of improving the community governance mode of multiple subjects,stimulating the willingness of residents to participate in community governance,improving the emergency response ability of practitioners and accelerating the construction of intelligent community.
